H.R. 1601 — Defending Ukraine’s Territorial Integrity Act

This section establishes as U.S. policy nonrecognition of the Russian Federation's claim of sovereignty over, or independence of, any part of Ukraine occupied by Russian forces, including Crimea and Donetsk, Kherson, Luhansk, and Zaporizhzhia oblasts. It prohibits the use of federal funds authorized for any department or agency to provide assistance to central governments of countries that the Secretary of State determines and reports to the House Committee on Foreign Affairs and Senate Committee on Foreign Relations have (1) recognized the independence of or established diplomatic relations with such Ukrainian regions or (2) taken affirmative steps to support Russia's annexation of Crimea or other Ukrainian territory; requires the Secretary to publish a list of such governments on the Department of State website; and authorizes a national interest waiver.
