H.R. 1631 — Safe Access to Cash Act of 2025

This section expands the federal bank robbery statute to cover automated teller machines (ATMs) by (1) defining an ATM as any network-connected terminal that allows depositors of a bank, credit union, or savings and loan association to access accounts for withdrawals, deposits, or balance inquiries using a card or access device; and (2) deeming any such ATM, and cash in transit to or being loaded into or unloaded from it, to be in the care, custody, control, management, or possession of such an institution regardless of the ATM's location or ownership. (Thus, robbery, larceny, or related offenses involving off-premises or independently operated ATMs or such cash are subject to the statute's penalties of up to 25 years imprisonment, depending on circumstances.)
