This section directs the Nuclear Regulatory Commission (NRC) to address radiological security risks for category 3 radioactive sources (i.e., lower-risk sources that could still be used in radiological dispersal devices, or dirty bombs), as recommended in a September 30, 2024, Government Accountability Office report (GAO–24–107014). Specifically, NRC must (1) incorporate socioeconomic consequences into its decision-making for security measures on radioactive materials; and (2) immediately require (A) adding all category 3 licenses to the Web-based Licensing System, (B) including and tracking all category 3 sources in the National Source Tracking System, and (C) requiring vendors to verify the legitimacy of prospective purchasers' category 3 licenses with the relevant regulator. This section further requires NRC to revise applicable guidelines, policies, and regulations as necessary to implement these actions not later than one year after enactment.
