H.R. 1650 — Telehealth Expansion Act of 2025

This section makes permanent the safe harbor permitting high-deductible health plans (HDHPs) eligible for health savings accounts (HSAs) to cover telehealth services on a first-dollar basis (i.e., without a deductible). (As background, HDHPs generally may not reimburse medical expenses prior to satisfaction of the annual deductible to maintain HSA eligibility; the amendments apply to plan years beginning after December 31, 2024.)
