H.R. 1654 — De-Supplemental Act

This section rescinds (1) unobligated balances of COVID-19 relief funds appropriated under the Coronavirus Preparedness and Response Supplemental Appropriations Act, 2020 (P.L. 116-123); CARES Act (P.L. 116-136); Paycheck Protection Program and Health Care Enhancement Act (P.L. 116-139); Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (division M of P.L. 116-260); division N of the Consolidated Appropriations Act, 2021 (P.L. 116-260); and American Rescue Plan Act of 2021 (P.L. 117-2), to the extent the total rescinded does not exceed amounts appropriated in the Israel, Ukraine, and Indo-Pacific Security Supplemental Appropriations Act, 2024 (P.L. 118-50, divisions A, B, and C, respectively); and (2) all unobligated funds appropriated to the Education Stabilization Fund (under title VIII of division B of the CARES Act); Congestion Mitigation and Air Quality Improvement Program (under 23 U.S.C. 149, which funds transportation projects to reduce congestion and improve air quality in areas not meeting national ambient air quality standards); Carbon Reduction Program (under 23 U.S.C. 175); and PROTECT Program (under 23 U.S.C. 176).
