H.R. 1663 — VSAFE Act of 2025

This section establishes in the Department of Veterans Affairs (VA) a Veterans Scam and Fraud Evasion Officer responsible for fraud and scam prevention, reporting, and incident response plans and as a central point of contact directing veterans to protective resources. The officer must (1) provide communications to VA employees and veterans during fraud incidents; (2) establish guidance on identifying, reporting, and avoiding scams; (3) promote the VSAFE Fraud Hotline, VSAFE.gov, and identity theft resources; (4) develop fraud monitoring and analytics methods; (5) create employee training plans; (6) coordinate with the VA Inspector General and other federal entities (e.g., IRS, DOJ, CFPB) for whole-of-government fraud prevention; and (7) consult with veterans service organizations and state, local, and tribal governments on risks. The position authorizes no increase in VA full-time employees, preserves Inspector General authorities, and sunsets on September 30, 2030.
