H.R. 1664 — Deploying American Blockchains Act of 2025

This section defines six terms for purposes of the Act: (1) “blockchain technology or other distributed ledger technology,” as a distributed digital database with data shared across computers, linked by cryptography, and automatically updated among participants; (2) “covered nongovernmental representatives,” as the representatives specified in 19 U.S.C. 2155(b)(1) (i.e., from labor, industry, agriculture, small business, service industries, retailers, and nongovernmental environmental groups), excluding non-Federal government representatives; (3) “Secretary,” as the Secretary of Commerce; (4) “State,” as each state, the District of Columbia, U.S. commonwealths, territories, possessions, and federally recognized Indian tribes; (5) “token,” as a transferable digital representation of information recorded on blockchain or other distributed ledger technology; and (6) “tokenization,” as the process of creating a token.

This section designates the Secretary of Commerce as the principal advisor to the President on policy pertaining to the deployment, use, application, and competitiveness of blockchain technology or other distributed ledger technology (DLT), applications built on such technology, tokens, and tokenization. The section directs the Secretary to undertake specified activities, including (1) developing related policies and recommendations on issues such as decentralized identity, cybersecurity, fraud reduction, and supply chain resiliency; (2) supporting the stability, maintenance, improvement, and security of such technologies; (3) establishing a Blockchain Deployment Program in the Department of Commerce; (4) promoting U.S. national and economic security with respect to such technologies; (5) engaging the public on best practices; (6) encouraging federal agency coordination; (7) examining federal agencies' current and future use, preparedness, and security needs for such technologies; (8) coordinating federal security activities related to such technologies; and (9) establishing advisory committees within 180 days of enactment, comprising the Secretary, federal agency representatives, and nongovernmental stakeholders (e.g., infrastructure operators, developers, industry experts, businesses, academia, nonprofits, cybersecurity experts, rural stakeholders, artists, and content creators). The section further requires the Secretary, on an ongoing basis, to facilitate development and dissemination of best practices for such technologies that support the private sector and the public.

This section directs the Secretary of Commerce to submit to the House Committee on Energy and Commerce and the Senate Committee on Commerce, Science, and Transportation, and make public on the Department of Commerce website, an initial report not later than two years after enactment and annual reports thereafter that include (1) a description of the Secretary's activities under this Act during the preceding year; (2) any recommendations for additional legislation to strengthen U.S. competitiveness with respect to blockchain technology or other distributed ledger technology, applications built on such technology, tokens, and tokenization; and (3) a description of emerging risks and long-term trends with respect to such technology, applications, tokens, and tokenization.
