H.R. 1677 — Stop Russian Market Manipulation Act

This section prohibits the importation into the United States, beginning 90 days after enactment, of specified minerals produced in the Russian Federation or by a Russian entity (i.e., an entity organized under Russian laws or otherwise subject to Russian jurisdiction), or obtained through exchange, swap, or other evasion tactics. The specified minerals are (1) platinum, unwrought or semimanufactured, including palladium, braggite, rhodium, and ruthenium, classified under HTS heading 7110; (2) nickel under HTS heading 2604; and (3) copper ores and concentrates, including zinc, under HTS heading 2603. The prohibition terminates one year after the President certifies to Congress that Russia has ended all hostilities against Ukraine, subject to a three-year probationary period during which it resumes if the President certifies renewed hostilities (remaining in effect until another termination certification); and it includes no presidential waiver authority.
