H.R. 1679 — Global Investment in American Jobs Act of 2025

This section states the sense of Congress that foreign direct investment from responsible private-sector entities based in trusted countries enhances U.S. economic prosperity, global competitiveness, and security; that Congress should prioritize removing barriers to such investment, promoting U.S. leadership in technologies such as self-driving vehicles, artificial intelligence, Internet of Things, quantum computing, and blockchain; reducing supply chain dependence on China; addressing data localization and intellectual property barriers; and adopting an aggressive policy framework against investment owned, directed, supported, or influenced by the Chinese Communist Party, while balancing security interests and domestic investors.

This section directs the Secretary of Commerce and the Comptroller General of the Government Accountability Office, in consultation with the Federal Interagency Investment Working Group and other relevant federal agencies, to conduct an interagency review of U.S. global competitiveness in attracting foreign direct investment (FDI) from responsible private-sector entities based in trusted countries and key foreign trade barriers facing advanced technology sectors in the global digital economy. The review must assess (1) the economic impact of FDI on U.S. manufacturing, services, digital trade, and jobs; (2) global investment and data flow trends; (3) federal policies facilitating FDI; (4) FDI compared to domestic investment and greenfield versus merger-and-acquisition activity; (5) challenges from state-owned or state-backed enterprises, particularly those owned, directed, supported, or influenced by the Chinese Communist Party; (6) other countries' approaches and best practices; (7) state and local initiatives; (8) foreign protectionist policies such as data localization, production mandates, subsidies, and intellectual property infringement; (9) other digital economy barriers; and (10) adequacy of federal efforts, excluding Committee on Foreign Investment in the United States (CFIUS) policies. It requires two Federal Register notices for public comment—one before conducting the review and one on proposed findings before reporting—and directs submission of a report to Congress, with recommendations to enhance U.S. FDI competitiveness while maintaining security, labor, consumer, financial, and environmental protections, not later than one year after enactment. It defines "responsible private-sector entity" as one not organized under a foreign adversary's laws and not owned, controlled, or influenced by a foreign adversary; "Secretary" as the Secretary of Commerce; and "trusted country" as one not determined by the Secretary of Commerce to be an adversary of the United States.
