H.R. 1686 — No More D.C. Waste Act

This section prohibits carryover of unobligated federal payments to the District of Columbia for resident tuition support beyond the fiscal year for which appropriated, requiring such funds to lapse at fiscal year-end (previously available until expended). (Thus, the District of Columbia must obligate the funds by year-end or lose them.) It makes conforming amendments to the District of Columbia College Access Act of 1999 by striking provisions stating that funds for (1) the public school program and (2) the private school program remain available until expended. The changes apply to funds appropriated for FY2016 or any succeeding fiscal year.

This section requires the Chief Financial Officer of the District of Columbia to submit to Congress, not later than 60 days after the end of each fiscal year beginning with FY2026, a report on the use of federal payments for the District's resident tuition support program that includes (1) the number of payments made on behalf of students during the fiscal year, (2) the average amount of financial assistance provided per such payment, and (3) the amount of the federal payment remaining unobligated at fiscal year-end (if any).
