H.R. 1690 — SCREEN Act

This section limits the Secretary of State's authorization of technical support or access to Department of State assets, or federal agency contracts, for film production or funding by a U.S. company unless the company discloses all films submitted to PRC or CCP officials for screening evaluation in the shorter of the preceding 10-year period or since enactment (including titles and dates) and enters a written agreement not to alter film content in response to, or anticipation of, such requests. Notwithstanding those limits, it prohibits the President or federal agencies from authorizing such support or contracts for (1) films co-produced by PRC entities subject to PRC/CCP content conditions or (2) films by U.S. companies identified in the most recent required report for content alterations assessed by the Secretary. It further requires the Secretary to submit to the Senate Foreign Relations and House Foreign Affairs Committees, within 180 days of enactment and annually thereafter, a report detailing disclosed films, no-alteration agreements, and Secretary-assessed content alterations for films submitted to PRC/CCP officials (including those in the preceding 3 or 10 years).
