H.R. 1695 — Guarding Readiness Resources Act

This section establishes requirements for funds received by the National Guard Bureau as reimbursement from a state, the Commonwealth of Puerto Rico, the District of Columbia, Guam, or the Virgin Islands under 32 U.S.C. 710 for the use of federal military property issued to the National Guard. Such funds (1) must be credited to the appropriation, fund, or account that incurred the obligation or an appropriate currently available account for the same purposes and (2) may be used by the Department of Defense only for repair, maintenance, replacement, or similar functions directly related to assets used by National Guard units operating under state active duty status. (As background, 32 U.S.C. 710 governs federal accountability for property issued to the National Guard, including state/territorial liability for losses or damage incident to state-directed duties.)
