H.R. 170 — USPS Subpoena Authority Act

This section expands the Postmaster General's administrative subpoena authority to investigations of covered offenses—including violations of chapter 30 of title 39, chapter 83 of title 18 insofar as involving the mails, other laws enumerated in 39 U.S.C. §3001(a), and the Controlled Substances Act (21 U.S.C. 801 et seq.) insofar as involving the mails—to require (1) production of relevant records or other tangible evidence and (2) testimony by the custodian concerning such production and authenticity (except in investigations under 39 U.S.C. §3005(a), where testimony is not required); and limits delegation of subpoena approval authority to the Postal Service's General Counsel, a Deputy General Counsel, or the Chief Postal Inspector.
