H.R. 1703 — Choices for Increased Mobility Act of 2025

This section establishes special rules for ultralightweight manual wheelchairs under Medicare Part B's durable medical equipment (DME) payment provisions (which generally pay suppliers 80% of the fee-schedule amount for assigned claims, with beneficiaries liable for the remaining 20% coinsurance and no balance billing), effective January 1, 2026. The rules (1) require the Secretary to establish separate HCPCS codes for the wheelchair base depending on construction material (one or more codes for titanium or carbon fiber and one or more for other materials); (2) for wheelchairs with titanium or carbon fiber bases, provide payment to suppliers in the frequency and amount otherwise applicable under current law but permit suppliers to charge beneficiaries the difference between such payment and the supplier's actual charge; and (3) authorize the Secretary to require suppliers to provide beneficiaries prior notice (in a form and manner specified by the Secretary) of potential financial liability under such balance billing. (Thus, this creates an exception to Medicare's standard prohibition on balance billing for these premium-material wheelchairs.)
