H.R. 1711 — DHS Intelligence and Analysis Oversight and Transparency Act

This section establishes requirements for annual audits of the Department of Homeland Security's (DHS) Office of Intelligence and Analysis (I&A) information systems and bulk data (i.e., large quantities of data acquired without discriminants—such as identifiers or selection terms—a significant portion of which lacks intelligence or operational value), consistent with intelligence oversight guidelines. The Under Secretary for Intelligence and Analysis must (1) conduct the first audit not later than 180 days after enactment and annually thereafter; (2) notify specified congressional committees (i.e., Senate and House Homeland Security and Intelligence committees) within 30 days of the I&A's first analysis or intelligence use of any new bulk data set, including associated terms and conditions, with updates within 30 days of any changes; and (3) submit audit findings to the committees within 30 days of each audit's completion. Not later than four years after enactment, the Government Accountability Office (GAO) must review the audits' implementation, challenges, and provide recommendations to the committees. This section also makes a clerical amendment to the Homeland Security Act table of contents.
