H.R. 1730 — No Alipay Act of 2025

This section prohibits financial transactions between AliPay (China) Internet Technology Company Limited (referred to in this Act as “AliPay”) and any U.S. person, including the use of any Alipay-operated application or payment processing services.

This section establishes definitions applicable throughout the Act. It defines "United States person" to include (1) a national of the United States, (2) an alien lawfully admitted for permanent residence, (3) an entity organized under the laws of the United States or any U.S. jurisdiction (including a foreign branch of such entity), or (4) an individual physically present in the United States. It defines "financial transaction" as (A) a transaction affecting interstate or foreign commerce involving the movement of funds by wire or other means or one or more monetary instruments, or (B) a transaction involving the use of a financial institution engaged in or affecting such commerce.
