H.R. 1743 — UNITED Act

This section states the sense of Congress that the United States should pursue a high-standard, comprehensive trade agreement with the United Kingdom—modeled on the United States-Mexico-Canada Agreement (USMCA) and honoring the 1998 Good Friday Agreement—to advance economic, strategic, and supply chain interests while granting the President narrowly tailored negotiating authority.

This section directs the President to initiate negotiations with the United Kingdom within 180 days of enactment regarding tariff and nontariff barriers and authorizes the President to enter into a comprehensive trade agreement, with such authority terminating on March 1, 2029. The section authorizes the President to proclaim duty modifications necessary to implement the agreement, subject to limitations prohibiting (1) reductions of any duty exceeding 5% ad valorem to below 50% of the rate on the date of enactment, (2) reductions below Uruguay Round rates for import-sensitive agricultural products, or (3) increases above enactment-date rates. It applies expedited procedures under section 151 of the Trade Act of 1974 (19 U.S.C. 2191) (i.e., fast-track consideration limiting debate and amendments) to implementing bills for the agreement if submitted before March 1, 2029; requires congressional consultation before and during negotiations; prohibits waiver, suspension, or termination of the agreement without congressional approval; and mandates compliance with specified requirements of the Bipartisan Congressional Trade Priorities and Accountability Act of 2015 notwithstanding its expiration.
