This section expands federal stalking prohibitions (18 U.S.C. 2261A) to expressly include the use of an unauthorized geotracking device, in addition to the mail, interactive computer services, or other interstate commerce facilities, to engage in a course of conduct intended to kill, injure, harass, intimidate, or surveil another person that places the victim (or family member, spouse/intimate partner, or their pet/service/emotional support animal/horse) in reasonable fear of death or serious bodily injury or causes substantial emotional distress. It defines “geotracking device” as an electronic or mechanical device permitting remote determination or tracking of a person’s position and movement and “unauthorized” as lacking consent from, or after consent revocation by, the tracked person.
