This section requires each state, not later than one year after the date of enactment, to procure, contract for, and use an Enhanced Income Verification Platform to remain eligible to receive federal funds for a covered federal benefit program.
This section defines four terms for purposes of the Act: (1) covered Federal benefit program, as any program administered by the federal government, or by a state or local government using federal funds, in which eligibility for benefits, or the amount of benefits, is determined in whole or in part based on the income of an individual or household; (2) enhanced gross income, to include wages and other employment compensation (including from gig economy work), unemployment compensation, Social Security benefits, Supplemental Security Income (SSI) payments, interest and dividends, rental income, royalties, child support and alimony, cash assistance, regular gifts, trust or estate distributions, other income available to meet needs, and income verified through consumer-permissioned deposit account transaction data; (3) Enhanced Income Verification Platform, as services using automated real-time data matching and analytics to identify unreported or underreported income, analyzing applicant-permissioned deposit account data (with applicant review and attestation option), and consolidating data to avoid double-counting; and (4) State, to include each of the several States, the District of Columbia, and each territory and possession of the United States.
