H.R. 1756 — Stop Politicians Profiting from War Act of 2025

This section prohibits Members of Congress, their spouses, and dependent children from having a financial interest in, or owning or trading (except to divest), stocks, bonds, commodities, futures, or other securities significantly based on a covered defense contractor (i.e., a non-academic, non-medical entity that has entered into a contract with the Department of Defense)—including interests in hedge funds, derivatives, or other complex vehicles—and requires divestment within 120 days of becoming subject to the prohibition (180 days for hedge funds, venture capital funds, or other privately held complex vehicles), with the prohibition applying to contractors that performed DoD work in the prior five years. Divestment timelines apply separately to (1) current Members and families (from enactment), (2) new Members and spouses (from start of service), and (3) assets received during service such as inheritances (from receipt); qualified blind trusts do not satisfy divestment. The section excepts (1) diversified, widely held investment funds without member control or stated concentration in defense contractors or the defense industrial base; (2) specified Alaska Native Claims Settlement Act stocks; (3) U.S. Treasury securities; (4) government employee retirement plan funds; and (5) diversified investment companies registered under the Investment Company Act of 1940.
