H.R. 176 — No Immigration Benefits for Hamas Terrorists Act of 2025

This section amends the Immigration and Nationality Act (INA) to expand terrorism-related inadmissibility and deportability grounds as follows: (1) in INA §212(a)(3)(B)(i), adds "Palestinian Islamic Jihad, or Hamas" after "Palestine Liberation Organization" and inserts "member," after "representative," (thus expanding the list of terrorist organizations and activities triggering inadmissibility); (2) adds new INA §212(a)(3)(H) deeming inadmissible any alien who carried out, participated in, planned, financed, afforded material support to, or otherwise facilitated attacks against Israel initiated by Hamas on October 7, 2023; (3) adds new INA §241(b)(3)(D) making aliens described in §212(a)(3)(H) ineligible for immigration relief, including asylum (§208), withholding of removal, and T nonimmigrant status; and (4) amends INA §237(a)(4)(B) to include the new subparagraph (H) as a deportability ground. This section further requires the Secretary of Homeland Security to submit to Congress, beginning one year after enactment and annually thereafter, a report on aliens found inadmissible under new §212(a)(3)(H) or removable under the amended §237(a)(4)(B).
