H.R. 1765 — Promoting United States Wireless Leadership Act of 2025

This section directs the Assistant Secretary of Commerce for Communications and Information, in consultation with the National Institute of Standards and Technology and the Department of State, to enhance U.S. representation and leadership in standards-setting bodies for 5G networks (i.e., fifth-generation mobile networks as described by 3GPP Release 15 or higher) and future generations of wireless communications networks by (1) equitably encouraging participation by companies and relevant stakeholders (excluding any determined to be "not trusted," i.e., posing a national security threat based on specified executive branch determinations) and (2) equitably offering technical expertise to such entities to facilitate their participation (to the extent allowed by the bodies). The specified bodies include the International Organization for Standardization; 3GPP (i.e., 3rd Generation Partnership Project) and the Institute of Electrical and Electronics Engineers; and any body accredited by the American National Standards Institute or Alliance for Telecommunications Industry Solutions. This section also requires the Assistant Secretary to brief specified House and Senate committees within 60 days of enactment on a strategy to implement these requirements.
