H.R. 1766 — NTIA Policy and Cybersecurity Coordination Act

This section establishes within the National Telecommunications and Information Administration (NTIA) the Office of Policy Development and Cybersecurity, headed by an Associate Administrator reporting to the Assistant Secretary. The Associate Administrator must oversee national communications and information policy analysis and development for internet and communications technologies, including (1) developing market-based policies to promote innovation, competition, consumer access, digital inclusion, workforce development, and economic growth; (2) conducting studies on U.S. access and use of internet, telephony, media, digital, and video services; (3) coordinating multistakeholder processes for cybersecurity and privacy guidance; (4) promoting collaboration between security researchers and communications providers and developers; (5) supporting the program for sharing supply chain security risk information with trusted providers and suppliers under the Secure and Trusted Communications Networks Act of 2019 (i.e., future vulnerability program, 47 U.S.C. 1607(a)); (6) advocating for secure and resilient communications networks and supply chains; and (7) accelerating innovation and commercialization of communications technologies, identifying barriers (e.g., access to capital), providing public data access, and strengthening collaboration with other Commerce entities, states, the FCC, and small/rural providers. This section redesignates the existing NTIA Associate Administrator for Policy Analysis and Development position as Associate Administrator for Policy Development and Cybersecurity, with the incumbent continuing service.
