H.R. 1773 — Federal Firearms Licensee Protection Act of 2025

This section enhances penalties under 18 U.S.C. 924 as follows: (1) replaces subsection (i) to penalize persons who knowingly violate or attempt to violate 18 U.S.C. 922(u)—prohibiting theft or unlawful carrying away of any firearm or ammunition from the business premises of a federal firearms licensee (FFL; i.e., licensed importer, manufacturer, dealer, or collector)—with a fine, imprisonment up to 20 years (from 10 years), or both, including mandatory minimum imprisonment of 3 years if during a burglary (defined as unlawful entry into or remaining in FFL business premises with intent to commit a crime) and 5 years if during a robbery (as defined in 18 U.S.C. 1951(b)); and (2) amends subsection (m) to include attempts, inserting ", or attempts to do so," after "or licensed collector".
