This section amends the Wagner-Peyser Act, which authorizes federal grants to states for public employment services (i.e., labor exchange activities matching job seekers with employers), to include the Commonwealth of the Northern Mariana Islands and American Samoa by (1) expanding the definition of "State" in section 2(5) to include these territories (previously, the several states, District of Columbia, Puerto Rico, Guam, and Virgin Islands); (2) extending the unemployment compensation law requirement in section 5(b)(1) to these territories; and (3) revising allotments in section 6 to exclude them from the primary formula (to also include the Commonwealth of the Northern Mariana Islands and American Samoa, from Guam only), to maintain special allotments first to Guam and the Virgin Islands, and—beginning with the first fiscal year when total funds exceed FY2025 levels and annually thereafter—to allot to each an amount equal to one-half of Guam's allotment for the corresponding fiscal year (Thus, these territories will receive dedicated funding once appropriations grow beyond FY2025 levels.).
