H.R. 1823 — VA Budget Shortfall Accountability Act

This section directs the Comptroller General of the United States to commence, not later than 30 days after enactment, a review of the FY2024 funding shortfall in the Veterans Benefits Administration (VBA)—which administers benefits such as disability compensation and pensions—and the anticipated FY2025 funding shortfall in the Veterans Health Administration (VHA)—which provides healthcare services to veterans. The review must examine (1) monthly obligations and expenditures against the VA spending plan, (2) account transfers, (3) reasons for significant diversions, (4) accuracy of relevant projections, and (5) remedial actions to improve budget submission accuracy under 31 U.S.C. §1105(a) and prevent future shortfalls; the Comptroller General must submit a report on results to the Secretary of Veterans Affairs within 30 days of completing the review. The Secretary must transmit each such report, within 30 days of receipt, to the House and Senate Committees on Veterans’ Affairs and Appropriations. This section further requires the Comptroller General to conduct and report on a similar review, covering the most recent fiscal year ended prior to the review, in each of the five calendar years following enactment.
