H.R. 1859 — Apprenticeship Opportunity Act

This section requires states receiving Temporary Assistance for Needy Families (TANF) grants—block grants that provide time-limited cash assistance to low-income families with children—to disregard all income from the first year of a registered apprenticeship under the National Apprenticeship Act (29 U.S.C. 50 et seq.) when determining a recipient's eligibility for TANF assistance. It further imposes a penalty on a noncompliant state by reducing its TANF family assistance grant by 1% in the following fiscal year. The requirements take effect on the first day of the first federal fiscal year after enactment.
