H.R. 186 — Hershel Woody Williams National Medal of Honor Monument Location Act

This section sets forth congressional findings regarding (1) the 2021 authorization under P.L. 117-80 for the National Medal of Honor Museum Foundation to establish a commemorative work on federal land in the District of Columbia honoring Medal of Honor recipients; (2) the Medal of Honor's history, including its establishment in 1863 by President Lincoln and designation as National Medal of Honor Day on March 25 in 1991; and (3) the medal's national significance, declining number of living recipients, and suitability for location near the Lincoln Memorial.

This section requires the National Medal of Honor Monument, authorized by section 1(a) of Public Law 117-80, to be located within the Reserve (as defined in 40 U.S.C. 8902(a)), notwithstanding the prohibition in 40 U.S.C. 8908(c). Except as provided, chapter 89 of title 40, U.S. Code (Commemorative Works Act), applies to the monument. (As background, the Reserve—Area I—is the most prominent area around the National Mall, generally reserved for national memorials to presidents and similar figures and closed to other commemorative works.)
