H.R. 1888 — Nuclear Weapons Abolition and Conversion Act of 2025

This section expresses the sense of Congress that the United States should provide leadership by (1) signing the Treaty on the Prohibition of Nuclear Weapons; (2) ratifying the treaty when ratification will result in the dismantlement and elimination of all nuclear weapons in every country under strict and effective international control; and (3) working with other nuclear-armed nations to ensure the verifiable and irreversible elimination of all nuclear weapons from all countries in accordance with the treaty.

This section directs the President, upon certifying to Congress that all countries possessing nuclear weapons have begun their verifiable and irreversible elimination under the Treaty on the Prohibition of Nuclear Weapons, to transfer funding appropriated for U.S. nuclear weapons programs to (1) climate crisis mitigation, including clean renewable energy development through conversion of nuclear weapons facilities, plants, and programs and retraining of nuclear industry employees; (2) human and infrastructure needs such as health care, housing, education, agriculture, and environmental restoration including long-term radioactive waste monitoring; and (3) policies promoting similar commitments by other countries.
