H.R. 1892 — Wireless Electric Vehicle Charging Grant Program Act of 2025

This section states nine congressional findings concerning the benefits of electric vehicles, including that the transportation sector accounts for 29% of U.S. greenhouse gas emissions as of 2019, wireless charging can alleviate range anxiety and support electrification of transit buses, trucks, fleets, and autonomous vehicles, and strong Buy America requirements are needed for EV charging infrastructure supply chains.

This section establishes the Wireless Electric Vehicle Charging Grant Program, under which the Secretary of Transportation, in coordination with the Department of Energy, awards competitive grants to eligible entities for projects to construct, install, or improve wireless charging infrastructure and technology for electric vehicles, including performance, safety, electromagnetic compatibility, interoperability, development, and testing.

This section establishes duties for the Secretary in carrying out the Program as follows: (1) authorizes grants for projects described in section 3, including wireless charging located along roads, in parking lots, airports, and at coastal and inland ports; (2) requires grant recipients to focus on wireless charging for light-, medium-, and heavy-duty vehicles, fleet vehicles including federal fleets, and public transit; (3) requires an annual progress report to relevant House and Senate committees describing grant recipients and amounts, project selection rationales, pilot project progress, technology successes and failures including safety, recommendations for funding and policies, workforce impacts, environmental impacts (e.g., fuel savings, emissions reductions, air quality changes), and other information; and (4) authorizes technical assistance to eligible entities for such projects.

This section designates eligible entities for grants and technical assistance under the program as, or partners with, (1) a state, local, Tribal, or territorial government; (2) a metropolitan planning organization; (3) a special purpose district or public authority with a transportation function; or (4) a transit agency. It directs the Secretary to prioritize geographic diversity in grant selection; authorizes eligible entities to receive additional grants from state, local, Tribal, or territorial governments for similar activities; and permits use of grant funds for workforce training related to project construction, installation, maintenance, or operation, as well as for community engagement and public education on project planning and design.

This section limits the federal share of grants awarded under the Program to 80% of total project costs and establishes a maximum grant amount of $25,000,000 per eligible entity.

This section directs the Secretary, in awarding grants under the program, to prioritize projects focusing on non-disruptive designs beneficial to underserved communities, cost-effective and sustainable technologies compatible with electric vehicles (including wireless standards), safe designs, diversity-equity-inclusion practices, non-Federal investment leveraging (e.g., public-private partnerships), government support, public outreach and community engagement, interoperability testing, fleet electrification (especially medium- and heavy-duty vehicles), and battery life improvement. The section further requires grant recipients to (1) pay Davis-Bacon Act prevailing wages to all laborers and mechanics (including those employed by contractors and subcontractors); (2) maintain a policy of neutrality toward labor organizing, post National Labor Relations Act rights notices, and inform new employees of those rights; and (3) comply with Buy America requirements under 49 U.S.C. §5323(j), subject to waivers as provided under that section.

This section establishes definitions for terms used in the Act: (1) "electric vehicle" as a zero-emission vehicle powered by an electric battery and train; (2) "State" as having the meaning given the term in 23 U.S.C. §101; and (3) "wireless charging" as the charging of a battery by inductive charging or by any means in which a battery is charged without a wire or plug-in wire connecting the power source and battery.
