H.R. 1898 — Military Helicopter Training Safety Act of 2025

This section directs the Secretary of Defense to submit to Congress, not later than 90 days after the date of enactment of this Act, a report on the feasibility of installing traffic alert and collision avoidance systems (TCAS)—as defined in 14 CFR §121.356 or successor—in all military rotary-wing aircraft. The report must include (1) an analysis of installation costs; (2) an analysis of effects on civilian airspace safety; (3) identification of necessary cockpit configuration changes; (4) implications for combat, training, or domestic security operations; and (5) if not feasible, recommendations for similar systems or capabilities.

This section directs the Secretary of Defense to submit to Congress, not later than 90 days after the date of enactment of this Act, a report on the feasibility of installing automatic dependent surveillance-broadcast (ADS-B) IN capability (i.e., GPS-based aircraft position broadcasting and receiving technology) in all military rotary-wing aircraft. The report must include (1) a cost analysis of such installations; (2) an analysis of effects on civilian airspace safety; (3) identification of necessary cockpit configuration changes; (4) implications for combat, training, or domestic security operations; and (5) if infeasible, recommendations for alternative similar systems or capabilities.
