H.R. 1906 — Rural Wellness Act

This section amends substance use disorder set-aside and priority provisions enacted in the 2018 farm bill by (1) extending them through 2029 (from 2025); (2) decreasing the set-aside percentage to 17% (from 20%); (3) expanding the selection priority under the essential community facilities program (7 U.S.C. 1926(a))—which provides loans and grants for rural water, waste disposal, and community facilities such as treatment centers—to include facilities for behavioral and mental health services (prevention, treatment, recovery, or combinations thereof) that employ staff with relevant expertise; and (4) establishing a selection priority for behavioral and mental health education and treatment under the rural health and safety education grant program (7 U.S.C. 2662(i)).
