H.R. 1913 — BLOC Act

This section establishes a new 23 U.S.C. §612 prohibiting the Secretary of Transportation from obligating or awarding funds for any infrastructure project—including highway construction—to a political subdivision of a state, or allowing state-awarded funds to flow to such a subdivision, unless within one year of enactment the subdivision enacts a statute, ordinance, policy, or practice requiring notification to DHS (or designee) at least 48 hours before releasing from custody an alien whom (1) DHS has determined is not lawfully present in the U.S., (2) DHS notified the detaining entity of the alien's status at least 48 hours prior to release, and (3) has been detained for at least 48 hours. The term "infrastructure project" has the meaning given in 2 CFR §184.3 (as of enactment).
