This section establishes a private right of action allowing any U.S. national to sue a sanctuary jurisdiction in federal district court for injunctive relief or compensatory damages if an alien commits a crime against that national or an immediate family member in the sanctuary jurisdiction or where the alien later relocates. It defines a sanctuary jurisdiction as a state or unit of local government with laws, policies, or practices obstructing federal immigration enforcement, including (1) refusing or prohibiting compliance with ICE detainers, (2) imposing unreasonable conditions on detainer compliance, (3) denying ICE access to interview incarcerated aliens, or (4) impeding communication or information exchanges with federal immigration officers. It limits liability by prohibiting units of local government from being held liable under this section for enforcing or implementing state-imposed laws, ordinances, regulations, resolutions, policies, or practices.
