H.R. 1931 — Access to Pediatric Technologies Act of 2025

This section amends the Medicare physician fee schedule (PFS) provisions to require the Secretary, upon manufacturer request, to establish national relative value units (RVUs) for each qualifying pediatric technology furnished on or after January 1, 2026, if no such RVUs exist under the PFS. Qualifying pediatric technology means a Medicare-covered medical device that is FDA-approved, cleared, or authorized under specified premarket pathways (i.e., 510(k), De Novo, or PMA); described by a temporary Level I HCPCS code for emerging technologies, services, or procedures; and (1) used as part of a procedure predominantly performed on pediatric patients or (2) specifically designed for safe and effective use in pediatric populations. The Secretary must use standard PFS payment methodology and available data (e.g., contractor pricing information, claims data, time and motion studies, invoice information) and implement RVUs through annual PFS rulemaking: for requests received by May 1 of a year, during that year's process; for later requests, the following year. This provision does not require Medicare coverage of such technologies or alter medical necessity requirements.
