H.R. 1945 — America's National Churchill Museum National Historic Landmark Act

This section defines terms for purposes of the Act, including "City" (city of Fulton, Missouri), "College" (Westminster College, located at 501 Westminster Avenue in the City), "Landmark" (America’s National Churchill Museum National Historic Landmark designated by section 3(a)), "Secretary" (Secretary of the Interior), and "State" (State of Missouri).

This section designates America’s National Churchill Museum, located at the College and including the Winston Churchill Memorial (listed on the National Register of Historic Places), as the “America’s National Churchill Museum National Historic Landmark.” It authorizes the Secretary, in consultation with the State, the City, and the College, to enter into cooperative agreements with public or private entities to protect historic resources and provide educational and interpretive facilities and programs at the Landmark and to provide such entities with technical and financial assistance. The designation does not affect property owners’ actions (including those of the College) or the administration of the Landmark by the State, the City, or the College.

This section directs the Secretary to conduct a special resource study of the Landmark in accordance with section 100507 of title 54, United States Code—including evaluations of its national significance, suitability, and feasibility for designation as a unit of the National Park System; consideration of alternatives for preservation by federal, state, local, or private entities (with cost estimates); and consultation with interested parties—and to submit a report on the results, conclusions, and recommendations to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives not later than three years after funds are made available.
