H.R. 1948 — To authorize the International Boundary and Water Commission to accept funds for activities relating to wastewater treatment and flood control works, and for other purposes.

This section authorizes the U.S. Section of the International Boundary and Water Commission (IBWC)—which manages U.S.-Mexico boundary and water issues—to accept funds from Federal or non-Federal entities, including through grants or funding agreements, to study, design, construct, operate, or maintain wastewater treatment works, water conservation projects, or flood control works and related structures consistent with the Commission's functions. Funds accepted must be deposited into the Commission's Treasury account and remain available until expended. The section limits reimbursements or credits toward non-Federal project cost shares to $5,000,000 total per fiscal year and prohibits acceptance from non-Federal entities domiciled, headquartered, organized under the laws of, or principally doing business in a foreign country of concern (as defined in 42 U.S.C. 19237, i.e., China, North Korea, Russia, Iran, or others designated by the Secretary of State), or those with any agreement with such a country. (Thus, the authority enables new funding sources for IBWC projects while restricting potential influence from adversarial nations.) Finally, the section requires the IBWC to submit an annual report to specified Senate and House committees describing funds accepted, activities carried out, and associated costs.
