H.R. 1955 — Arsenal Workload Sustainment Act

This section establishes a five-year Arsenal Workload Sustainment Pilot Program to prioritize U.S. government-owned and operated Army arsenals (i.e., components of the organic industrial base for defense manufacturing) in public-private partnerships. Not later than 90 days after enactment, the Secretary of Defense must implement procurement preferences under the program by (1) adding 20% to the evaluated price of any offer from a non-public partner (i.e., a corporation, individual, university, or nonprofit organization) that does not use such an arsenal as a partner and (2) further preferring non-public partners that utilize the Army's Advanced Manufacturing Center of Excellence and ensure at least 25% of partnership activities are performed by DoD employees. Not later than one year after enactment, the Secretary must submit to the Senate and House Armed Services Committees and Defense Appropriations Subcommittees a report on program activities, including prior-year workload by budget account (direct or via partnerships), assessments of future procurement needs irrespective of cost, expected workload per the future-years defense program under 10 U.S.C. §221, and required capital investments for arsenal compliance and capacity.
