H.R. 1968 — Full-Year Continuing Appropriations and Extensions Act, 2025

This section provides FY2025 funding at FY2024 appropriation levels—including transfers and obligation limitations—for projects and activities not otherwise specified across 12 FY2024 appropriations acts covering agriculture-rural development; commerce-justice-science; defense; energy-water; financial services-general government; homeland security; interior-environment; labor-health and human services-education; legislative branch; military construction-VA; state-foreign operations; and transportation-HUD, subject to specified exceptions to numerous sections and provisos. The section modifies certain FY2024 amounts as follows: (1) in the Commerce, Justice, Science Act, increasing sec. 510 to $1.9 billion (from $1.353 billion), decreasing sec. 521(a)(1) to $30 million (from $35 million), decreasing sec. 521(a)(4) to $9.56 billion (from $12.44 billion), increasing sec. 521(b)(3) to $15 million (from $5 million), increasing sec. 521(b)(4) to $125 million (from $120 million), increasing sec. 521(b)(5) to $20 million (from $15 million), increasing sec. 521(c)(1) to $300 million (from $131.572 million), and decreasing sec. 521(c)(2) to $250 million (from $500 million); (2) in the Financial Services and General Government Act, increasing sec. 635 to $400 million (from $387.5 million) and decreasing the last proviso under "Federal Payment for Defender Services in District of Columbia Courts" to $12 million (from $25 million); and (3) in the Labor-HHS-Education Act, increasing sec. 240 to $1.471 billion (from $1.25 billion) through FY2025 (from FY2024, with no rescissions from emergency-designated amounts), decreasing sec. 528 to $13.059 billion (from $14.224 billion), and decreasing sec. 529 to $160 million (from $4.309 billion).

This section provides that appropriations in this division retain the same multiple-year or no-year period of availability as in the applicable FY2024 appropriations act.

This section prohibits the use of appropriations or funds made available under section 1101 to initiate or resume any project or activity for which appropriations, funds, or authority were specifically prohibited in FY2024.

This section continues the requirements, authorities, conditions, limitations, and other provisions of the appropriations acts referred to in section 1101 through the date specified in section 1106, except as otherwise expressly provided in this division.

This section provides that appropriations and funds made available, and authority granted, pursuant to this division remain available through September 30, 2025, unless otherwise provided in this division or the applicable appropriations Act.

This section authorizes the obligation and expenditure of funds appropriated by this division notwithstanding statutory restrictions on (1) influencing foreign legislation, elections, or public opinion (P.L. 91-672, sec. 10); (2) State Department publicity or propaganda aimed at the U.S. public (State Department Basic Authorities Act of 1956, sec. 15); (3) certain international broadcasting activities (Foreign Relations Authorization Act, FY1994 and 1995, sec. 313); and (4) presidential findings and congressional notification for covert actions (National Security Act of 1947, sec. 504(a)(1)).

This section maintains FY2025 funding levels under section 1101 for entitlements and other mandatory payments provided in FY2024 appropriations acts, and for activities under the Food and Nutrition Act of 2008 (i.e., SNAP), at amounts necessary to sustain program levels under current law and applicable FY2024 authorities and conditions. In addition, the section provides the following advance appropriations for the first quarter of FY2026: (1) $6 million for the Department of Labor—Office of Workers’ Compensation Programs—Special Benefits for Disabled Coal Miners, for benefit payments under title IV of the Federal Mine Safety and Health Act of 1977; (2) $261.064 billion for the Department of Health and Human Services—Centers for Medicare & Medicaid Services—Grants to States for Medicaid, for payments under title XIX of the Social Security Act; (3) $1.6 billion for the Department of Health and Human Services—Administration for Children and Families—Payments to States for Child Support Enforcement and Family Support Programs, for payments under specified titles of the Social Security Act and related laws; (4) $3.6 billion for the Department of Health and Human Services—Administration for Children and Families—Payments for Foster Care and Permanency, for payments under title IV-E of the Social Security Act; and (5) $22.1 billion for the Social Security Administration—Supplemental Security Income Program, for benefit payments under title XVI of the Social Security Act.

This section (1) redesignates as emergency requirements under section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 (BBEDCA) or as disaster relief under section 251(b)(2)(D) of such Act—respectively—each amount incorporated by reference in this Act that Congress previously so designated; (2) applies section 6 of Public Laws 118–42 and 118–47 and section 11206(4) of this Act to those redesignated amounts; and (3) continues prior emergency designation treatment under section 103(b) of division A of Public Law 118–5 for certain other amounts incorporated by reference in this Act that were previously designated as emergency requirements in specified divisions or sections of Public Laws 117–159, 117–58, and 117–328. (Thus, these designations exempt the amounts from BBEDCA discretionary spending caps and sequestration.)

This section nullifies the legal effect of any earmark specified in an FY2024 appropriations act, committee report, or joint explanatory statement with respect to funds appropriated by this division. (Earmark means a congressional earmark, community project funding, or congressionally directed spending item, as defined in House Rule XXI, cl. 9(e), and Senate Rule XLIV, para. 5(a).)

This section provides advance appropriations for FY2026 or FY2027, respectively, in the same amounts as those provided in the FY2024 appropriations Act for certain discretionary accounts advanced for FY2025 or FY2026, with comparable periods of availability and in addition to other amounts made available by this division. (Thus, it extends forward by one year the advance appropriations provided in FY2024 for affected accounts.)

This section directs 35 specified departments and agencies—including the Departments of Agriculture, Commerce, Defense (except amounts in specified sections), Education, Energy, Health and Human Services, Homeland Security, Housing and Urban Development, the Interior, Justice, Labor, State and USAID, Transportation, the Treasury, and Veterans Affairs, among others—to submit to the House and Senate Appropriations Committees, not later than 45 days after enactment, a spending, expenditure, or operating plan for FY2025 at the program, project, or activity level (or greater detail for certain foreign assistance programs or as required by relevant appropriations acts or accompanying statements). If the President orders a sequestration under section 254 of the Balanced Budget and Emergency Deficit Control Act of 1985, the plan must reflect such sequestration.

This section directs the Office of Management and Budget to submit to the House and Senate Committees on Appropriations, not later than May 15, 2025, and monthly thereafter through November 1, 2025, a report on all obligations incurred in FY2025 by each department and agency using funds made available by this division. The report must (1) detail obligations by account and (2) compare them to obligations incurred in the same period of FY2024.

This section extends the existence of the United States Parole Commission (USPC) to the 37th year (from the 36th year) following November 1, 1987, by substituting “37” for “36” in section 235(b) of the Sentencing Reform Act of 1984 (as that section relates to 18 U.S.C. ch. 311), during the period covered by this Act. (As background, the USPC supervises parole for federal offenses committed before November 1, 1987, when the Sentencing Reform Act abolished parole for subsequent offenses.)

This section requires any amount appropriated by this Act, designated by Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985 (BBEDCA) and subsequently so designated by the President, to retain such designation if transferred pursuant to transfer authorities provided by this division. (Thus, such transferred amounts remain exempt from discretionary spending limits and sequestration.)

This section sets the following funding levels for specified Department of Agriculture accounts, notwithstanding amounts provided in section 1101 of this Act: (1) $0 for Agricultural Research Service—Buildings and Facilities; (2) $1,147,750,000 for Animal and Plant Health Inspection Service—Salaries and Expenses; (3) $895,754,000 for Natural Resources Conservation Service—Conservation Operations; (4) $14,650,000 for Natural Resources Conservation Service—Watershed and Flood Prevention Operations; (5) $478,487,000 for Rural Utilities Service—Rural Water and Waste Disposal Program Account; (6) $40 million for Rural Utilities Service—Distance Learning, Telemedicine, and Broadband Program for grants for telemedicine and distance learning services in rural areas; and (7) $90 million for the same program for the cost to continue a broadband loan and grant pilot program.

This section sets the following funding levels for specified Department of Agriculture accounts, notwithstanding section 1101 of the Act: (1) $1,214,009,000 for Food Safety and Inspection Service (i.e., meat, poultry, and egg products inspection); (2) $516,070,000 for Commodity Assistance Program, of which $425,000,000 is for the Commodity Supplemental Food Program (i.e., monthly food packages for low-income women, infants, children, and seniors); and (3) $7,597,000,000 for Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) (i.e., nutrition assistance and education for at-risk pregnant women, new mothers, infants, and young children).

This section extends (1) the National Bioengineered Food Disclosure Standard under the Agricultural Marketing Act of 1946, and (2) the Livestock Mandatory Reporting Act of 1999 through 2025 (from 2024).

This section authorizes the reprogramming of amounts available for the Agricultural Credit Insurance Fund Program Account (i.e., Farm Service Agency farm loan programs) between loan categories, notwithstanding section 1101 and limitations in section 346(b)(2)(A)(i)(I) of the Consolidated Farm and Rural Development Act (7 U.S.C. 1994(b)(2)(A)(i)(I)), to ensure overall program levels equal fiscal year 2024 levels to the maximum extent practicable. (Thus, the Farm Service Agency may shift funds, for example, between farm ownership loans and operating loans, to address varying demand.)

This section permits transfers among Department of Agriculture accounts under Rural Development Programs to match, to the maximum extent practicable, the program levels enacted for FY2024 and requires a transfer of $34 million to Rural Development Programs, Rural Housing Service, Rental Assistance Program. (The Rental Assistance Program provides payment subsidies to property owners on behalf of low-income tenants in USDA-financed rural multifamily housing.)

This section amends a proviso in the Consolidated Appropriations Act, 2023 (P.L. 117-328), under Agricultural Programs—Processing, Research and Marketing—Office of the Secretary, to allow producers to retain disaster assistance payments up to 90% of their revenue losses (as determined by the Secretary of Agriculture) notwithstanding a de minimis amount, as defined by the Secretary, of such losses attributable to crops lacking insurance or coverage under the Noninsured Crop Disaster Assistance Program (7 U.S.C. 7333). (Thus, producers avoid full repayment of payments for largely insured or NAP-covered crops with minimal uninsured losses.) It further designates repurposed amounts under this amendment as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.

This section specifies the following funding levels for designated accounts notwithstanding section 1101 of the Act: (1) $857,159,000 for Department of Commerce—National Institute of Standards and Technology—Scientific and Technical Research and Services; (2) $87,758,000 for Department of Commerce—National Institute of Standards and Technology—Construction of Research Facilities; (3) $4,408,986,000 for Department of Commerce—National Oceanic and Atmospheric Administration—Operations, Research and Facilities; (4) $2,000,033,000 for Department of Justice—State and Local Law Enforcement Activities—Office of Justice Programs—State and Local Law Enforcement Assistance (of which amounts provided under paragraph (1) total $499,033,000, under subparagraph (Q) of paragraph (1) total $0, and under subparagraph (R) of paragraph (1) total $0); (5) $417,168,839 for Department of Justice—Community Oriented Policing Services—Community Oriented Policing Services Programs (of which amounts provided under paragraph (7) total $0); and (6) $3,092,327,000 for National Aeronautics and Space Administration—Safety, Security and Mission Services.

This section sets funding levels for two Department of Justice accounts notwithstanding section 1101 of this Act: (1) $38,460,240 for Justice Operations, Management, and Accountability—Justice Information Sharing Technology; and (2) $2,236,000,000 for United States Marshals Service—Federal Prisoner Detention.

This section sets appropriation levels for specified military personnel accounts under title I of division A of Public Law 118–47 (notwithstanding section 1101) as follows: (1) $51,181,397,000 for Military Personnel, Army; (2) $38,813,378,000 for Military Personnel, Navy; (3) $16,151,382,000 for Military Personnel, Marine Corps; (4) $37,023,437,000 for Military Personnel, Air Force; (5) $1,312,347,000 for Military Personnel, Space Force; (6) $5,490,830,000 for Reserve Personnel, Army; (7) $2,566,620,000 for Reserve Personnel, Navy; (8) $944,225,000 for Reserve Personnel, Marine Corps; (9) $2,597,273,000 for Reserve Personnel, Air Force; (10) $10,019,623,000 for National Guard Personnel, Army; and (11) $5,287,499,000 for National Guard Personnel, Air Force.

This section specifies the following appropriation levels for Research, Development, Test, and Evaluation (RDT&E) accounts and Operational Test and Evaluation under title IV of division A of Public Law 118-47 (FY2024 Department of Defense Appropriations Act), notwithstanding section 1101: (1) $14.322 billion for RDT&E, Army; (2) $25.967 billion for RDT&E, Navy; (3) $46.811 billion for RDT&E, Air Force; (4) $18.553 billion for RDT&E, Space Force; (5) $35.239 billion for RDT&E, Defense-Wide; and (6) $0.349 billion for Operational Test and Evaluation, Defense.

This section sets specified appropriation levels under title VI of division A of P.L. 118-47, notwithstanding section 1101, as follows: (1) $40,395,072,000 for Defense Health Program (which funds military health care services, including TRICARE), by substituting $38,300,769,000 for $36,639,695,000; $20,599,128,000 for $19,757,403,000; $398,867,000 for $381,881,000; $1,695,436,000 for $2,877,048,000; and $650,000,000 for $1,509,000,000. (2) $775,507,000 for Chemical Agents and Munitions Destruction, Defense (which supports destruction of U.S. chemical weapons stockpiles), by striking $57,875,000 and substituting $20,745,000 for $89,284,000; $13,945,000 for $23,676,000; $6,800,000 for $34,199,000; and $754,762,000 for $1,002,560,000. (3) $1,110,436,000 for Drug Interdiction and Counter-Drug Activities, Defense (which funds Department of Defense counter-narcotics efforts), by substituting $653,702,000 for $702,962,000; $135,567,000 for $138,313,000; $295,000,000 for $305,786,000; and $26,167,000 for $30,000,000. (4) $539,769,000 for Office of the Inspector General, by substituting $536,533,000 for $524,067,000; $1,336,000 for $1,098,000; and $1,900,000 for $3,400,000.

This section prohibits the Department of Defense from using any appropriation, funds made available, or authority granted pursuant to section 1101(3) to initiate or resume any project or activity unless provided for in H.R. 8774 (as engrossed in the House on June 28, 2024) or S. 4921 (as reported by the Senate Committee on Appropriations on August 1, 2024).

This section requires the appropriation levels specified in sections 1401 through 1408 for classified programs to conform to the direction included in the classified annex accompanying this title and to be implemented consistent with Public Law 118-47.

This section increases the general transfer authority for Department of Defense (DOD) appropriations under section 8005 of division A of P.L. 118-47 (FY2024 DOD appropriations) to $8 billion (from $6 billion) and prohibits such transfers from extending the period of availability for obligation of transferred funds beyond that provided in P.L. 118-47. The section further applies the $8 billion transfer authority to funds appropriated by this Act notwithstanding section 1101.

This section increases specified funding amounts under section 8026 of division A of Public Law 118–47 to $2,886,300,000 (from $2,857,803,000) and $461,300,000 (from $456,803,000). This section provides that subsection (e) of such section does not apply to funds appropriated by this Act.

This section modifies funding levels specified in sections 8109, 8110, and 8117 of Division A of Public Law 118-47, notwithstanding section 1101, to $1,362,809,000 (from $1,406,346,000), $350,000,000 (from $380,000,000), and $50,406,000 (from $15,000,000), respectively.

This section permanently rescinds $1.434 billion in specified unobligated balances from 18 Department of Defense appropriation accounts for FY2022–FY2026, including (1) $80 million from the Afghanistan Security Forces Fund; (2) $50 million from the Counter-ISIS Train and Equip Fund; (3) $91 million from the Cooperative Threat Reduction Account; (4) $25 million from Operation and Maintenance, Defense-Wide; and (5) amounts from various aircraft procurement, other procurement, ammunition procurement, space procurement, and research, development, test, and evaluation accounts for the Army, Navy, Air Force, Space Force, and Defense-Wide (totaling $1.213 billion across those accounts).

This section provides $2,390,024,000, available until September 30, 2025, from amounts appropriated in section 1404 of this Act to fund prior-year cost increases for 28 Navy shipbuilding programs under the Shipbuilding and Conversion, Navy account (e.g., $236 million for the 2013 Carrier Replacement Program; $669.2 million for 2020 CVN refueling overhauls; $219.4 million for the 2017 Virginia-class submarine program), spanning fiscal years 2013 through 2024.

This section modifies the last paragraph of section 8010 of division A of P.L. 118-47 by replacing “Naval Strike Missile” and subsequent text with “CH–53K Heavy Lift helicopters, T408 engines, and USS Virginia Class (SSN–774).”

This section appropriates $89,049,000, to remain available until expended, to the Department of Defense Credit Program Account for a pilot program providing capital assistance (i.e., loans and loan guarantees) to support defense investment in the industrial base, as authorized by 10 U.S.C. 149(e). Of the amount, up to $7,900,000 may be used for administrative expenses and project-specific transaction costs, with the funds available to subsidize gross obligations for loan principal and guaranteed amounts not to exceed $4,000,000,000 (with costs defined per section 502 of the Congressional Budget Act of 1974). (Thus, the pilot program may support up to $4 billion in loans and guarantees.) The section also requires the Secretary to provide project documentation to the Congressional Budget Office upon request and exempts the funds from section 8140 of division A of P.L. 118-47.

This section provides $8 billion for the Department of Defense, to remain available until September 30, 2025, for transfer to military personnel accounts, operation and maintenance accounts, and Defense Working Capital Funds solely for U.S. military operations, force protection, and deterrence led by the Commander, U.S. Central Command, and the Commander, U.S. European Command. The section requires (1) the Secretary of Defense to submit an execution plan to the congressional defense committees at least 30 days before any obligation or expenditure of funds; (2) notification to the committees at least 15 days before any such transfer; (3) specifies that this transfer authority is in addition to any other transfer authority in the Act; and (4) authorizes the transfer of unneeded amounts back to this appropriation.

This section directs the Department of Defense (DOD), not later than 45 days after enactment of this division and after consultation with the Defense Subcommittees of the House and Senate Appropriations Committees, to submit to those subcommittees a spending, expenditure, or operating plan for FY2025 at the detail level required by section 8007 of division A of P.L. 118-47 for DOD appropriations made available by section 1101(a)(3) or other provisions of this title. The plan must (1) include only programs, projects, or activities provided for in H.R. 8774 (as engrossed in the House on June 28, 2024), S. 4921 (as reported by the Senate Appropriations Committee on August 1, 2024), or reports accompanying those bills; (2) serve as the baseline for FY2025 reprogramming and transfer authorities under sections 8005 and 8006 of division A of P.L. 118-47; and (3) reflect any sequestration ordered by the President under section 254 of the Balanced Budget and Emergency Deficit Control Act of 1985.

This section sets funding levels for specified accounts notwithstanding section 1101 of this Act: (1) $1,710,806,000 for Department of the Interior—Bureau of Reclamation—Water and Related Resources (the primary account for operations, maintenance, and construction of federal water infrastructure projects such as dams and irrigation systems), with the sixth proviso under that heading not applying to funds appropriated in this division; and (2) $0 for Department of Energy—Energy Programs—Energy Projects.

This section sets funding levels for four Department of Energy accounts notwithstanding section 1101 of the Act: (1) $55 million for Energy Programs—Title 17 Innovative Technology Loan Guarantee Program (i.e., loan guarantees for innovative clean energy projects), applying $55 million (from $70 million) in the second and third provisos and $170 million (from $70 million) in the fourth proviso; (2) $19.293 billion for Atomic Energy Defense Activities—National Nuclear Security Administration—Weapons Activities; (3) $2.396 billion for Atomic Energy Defense Activities—National Nuclear Security Administration—Defense Nuclear Nonproliferation; and (4) $1.107 billion for Environmental and Other Defense Activities—Other Defense Activities.

This section waives the applicability of Section 102 of Division D of Public Law 118-42 to funds appropriated by this division for Corps of Engineers—Civil and requires the Chief of Engineers to submit to the House and Senate Appropriations Committees, not later than 60 days after enactment, a detailed work plan for such funds in FY2025. The work plan limits funding under the Investigations, Construction, and Mississippi River and Tributaries accounts to studies and projects that were active as of the day prior to enactment and are otherwise eligible; the Assistant Secretary of the Army for Civil Works may not deviate from the work plan except as provided in Section 101 of Division D of Public Law 118-42.

This section modifies the treatment of funds appropriated by this Act for the Department of Energy's Uranium Enrichment Decontamination and Decommissioning Fund—which finances cleanup of gaseous diffusion uranium enrichment facilities at Paducah, Kentucky, and Portsmouth, Ohio—by applying language from Public Law 118-42 that substitutes “to be deposited into and subsequently derived from” for “to be derived from.” (Thus, permitting the appropriated funds to be deposited into the fund for subsequent expenditure on decontamination and decommissioning activities.)

This section exempts amounts made available by this division to the Department of Energy for atomic energy defense activities—specifically, National Nuclear Security Administration weapons activities (i.e., nuclear weapons stockpile stewardship and infrastructure), National Nuclear Security Administration defense nuclear nonproliferation (i.e., securing nuclear materials and countering proliferation), and defense environmental cleanup (i.e., remediating sites contaminated by historic nuclear weapons production)—from Section 301(d) of Division D of P.L. 118-42.

This section increases the total amount authorized to be appropriated for the Northwestern New Mexico rural water projects—including the Navajo-Gallup Water Supply Project serving tribal and municipal users—to $1.64 billion (from $870 million) and extends fund availability through 2025 (from 2024).

This section makes available FY2024 funding provided under section 4007 of P.L. 114-322 (i.e., for new surface water storage projects) to the Sites Reservoir Project, as recommended by the Secretary of the Interior on May 22, 2024. It also makes available FY2023 and FY2024 funding provided under section 4009(c) of P.L. 114-322 (i.e., for aquifer recharge and water reuse projects) to the following projects, per the same recommendation: (1) El Paso Aquifer Storage and Recovery Enhanced Arroyo Project; (2) Replenish Big Bear; (3) Purified Water Replenishment Project; (4) North San Diego Water Reuse Coalition Regional Recycled Water Program; (5) Coachella Valley Water District WRP–10 Non-Potable Water System Expansion; (6) Pure Water Oceanside Phase 1; and (7) Carpinteria Advanced Purification Project.

This section authorizes amounts appropriated by section 1101 for the Department of Energy—Atomic Energy Defense Activities—National Nuclear Security Administration—Naval Reactors account to be used for the design and construction of the Naval Examination Acquisition Project.

This section authorizes amounts made available by section 1101 for Department of Energy Atomic Energy Defense Activities—National Nuclear Security Administration Weapons Activities (i.e., funds supporting U.S. nuclear weapons stockpile stewardship and modernization) to be used for (1) Domestic Uranium Enrichment, (2) Warhead Assembly Modernization, (3) the Principal Underground Laboratory for Subcritical Experimentation at the Nevada National Security Sites, (4) the Analytic Gas Laboratory at Pantex, and (5) the Plutonium Mission Safety and Quality Building at the Los Alamos National Laboratory.

This section reduces to $0 (from previously appropriated amounts) the funding levels for specified accounts in division B of the Consolidated Appropriations Act, 2024 (P.L. 118-47) as follows: (1) in section 204, to $0 (from $13,045,000); (2) in section 530, to $0 (from $38,414,000); (3) in section 542, to $0 (from $116,541,000).

This section sets funding levels for specified accounts, notwithstanding section 1101, as follows: (1) $15 million for Election Assistance Commission Election Security Grants; (2) $9.308 billion for General Services Administration Federal Buildings Fund, without regard to specified limitations in division B of P.L. 118-47, with the buildings operations amount increased to $3.272 billion (from $2.951 billion); (3) $8 million for National Archives and Records Administration Repairs and Restoration, rescinding $17.5 million previously provided under that heading in division B of P.L. 118-47; and (4) $90 million for District of Columbia Federal Funds Federal Payment for Emergency Planning and Security Costs in the District of Columbia, including $50 million for costs associated with the Presidential Inauguration held in January 2025.

This section sets the funding level for the Small Business Administration—Disaster Loans Program Account at $406 million (notwithstanding section 1101) and revises amounts provided under such heading in division B of P.L. 118-47 to $396 million (from $165 million). Of the funds made available by section 1101 under such heading, $374 million is for major disasters declared pursuant to the Robert T. Stafford Disaster Relief and Emergency Assistance Act and is designated as emergency spending pursuant to section 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985.

This section directs the application of section 747 of title VII of division B of Public Law 118–47 through the date specified in section 1106 of this Act, notwithstanding section 1101, by (1) substituting “2024” for “2023” each place it appears; (2) substituting “2025” for “2024” each place it appears; (3) substituting “2026” for “2025”; and (4) substituting “section 747 of division B of Public Law 118–47, as in effect on September 30, 2024” for “section 747 of division E of Public Law 117–328” each place it appears.

This section directs the Director of the Office of Management and Budget to adjust the FY2025 discretionary spending limits for any category under section 251(c) of the Balanced Budget and Emergency Deficit Control Act of 1985 by the amount that new budget authority in appropriations acts exceeds such limits due to estimating differences with the Congressional Budget Office, provided the total of all adjustments does not exceed 0.25% of the sum of all adjusted discretionary spending limits for that fiscal year.

This section sets the following funding levels for specified Department of Homeland Security accounts, notwithstanding section 1101: (1) $9,986,542,000 for U.S. Immigration and Customs Enforcement—Operations and Support; (2) $10,614,968,000 for Transportation Security Administration—Operations and Support; (3) $10,415,271,000 for Coast Guard—Operations and Support; (4) $3,203,262,000 for Federal Emergency Management Agency—Federal Assistance, applying restrictions under such heading in division C of P.L. 118-47 with each amount in paragraph (12) substituted to $0; and (5) $22,510,000,000 for Federal Emergency Management Agency—Disaster Relief Fund for major disasters declared under the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.), designated as emergency funding under sec. 251(b)(2)(D) of the Balanced Budget and Emergency Deficit Control Act of 1985.

This section increases the funding limit for United States Secret Service—Operations and Support to $35 million for 2024 (from $24 million for 2023), notwithstanding section 1101 of this Act.

This section rescinds the following unobligated balances made available to the Department of Homeland Security pursuant to section 505 of the Department of Homeland Security Appropriations Act, 2024 (division C of Public Law 118-47): (1) $550,000 from “Office of the Secretary and Executive Management—Operations and Support”; (2) $1,497,000 from “Management Directorate—Operations and Support”; (3) $1,309,000 from “Intelligence, Analysis, and Situational Awareness—Operations and Support”; (4) $102,000 from “Office of Inspector General—Operations and Support”; (5) $15,823,000 from “Transportation Security Administration—Operations and Support”; (6) $4,321,000 from “Cybersecurity and Infrastructure Security Agency—Operations and Support”; (7) $1,723,000 from “Federal Emergency Management Agency—Operations and Support”; (8) $2,514,000 from “U.S. Citizenship and Immigration Services—Operations and Support”; (9) $685,000 from “Federal Law Enforcement Training Centers—Operations and Support”; and (10) $1,051,000 from “Countering Weapons of Mass Destruction Office—Operations and Support”.

This section transfers $115 million from unobligated balances available under the Federal Emergency Management Agency—Federal Assistance heading in title V of division J of the Infrastructure Investment and Jobs Act (P.L. 117-58) to such heading as provided in section 1701(4) of this Act, where the amounts are merged. Transferred amounts retain their prior designation as an emergency requirement pursuant to section 103(b) of division A of P.L. 118-5.

This section extends National Flood Insurance Program (NFIP) authorities under sections 1309(a) (authorizing appropriations to the National Flood Insurance Fund) and 1319 (authorizing loans to the fund) of the National Flood Insurance Act of 1968 through the date specified in section 1106 of this Act (from September 30, 2023). The provision is effective upon enactment, or applied retroactively as of March 14, 2025, if this Act is enacted after that date.

This section sets funding levels for specified accounts notwithstanding section 1101 as follows: (1) $1,294,766,000 (from $1,294,916,000) for Department of the Interior—Bureau of Land Management—Management of Lands and Resources; (2) $1,475,353,000 for Department of the Interior—United States Fish and Wildlife Service—Resource Management; (3) $89,593,000 for Department of the Interior—National Park Service—National Recreation and Preservation; (4) $168,900,000 for Department of the Interior—National Park Service—Historic Preservation Fund; (5) $1,450,197,000 for Department of the Interior—United States Geological Survey—Surveys, Investigations, and Research; (6) $1,897,709,000 for Department of the Interior—Bureau of Indian Affairs—Operation of Indian Programs; (7) $756,073,000 for Environmental Protection Agency—Science and Technology, including by substituting $17,500,000 for $19,530,000 and $0 for $2,030,000 in amounts from division E of Public Law 118–42; (8) $4,380,245,000 for State and Tribal Assistance Grants, including by substituting $0 for $787,652,267, $0 for $631,659,905, and $0 for $38,693,000 in amounts from division E of Public Law 118–42 and by not applying the second proviso under paragraph (1) of that heading; (9) $283,500,000 for Department of Agriculture—Forest Service—State, Private, and Tribal Forestry; and (10) $151,000,000 for Department of Agriculture—Forest Service—Capital Improvement and Maintenance.

This section sets the following funding levels for specified accounts notwithstanding section 1101: (1) $2,894,424,000 for Department of the Interior—National Park Service—Operation of the National Park System; (2) $1,147,171,000 for Department of the Interior—Department-Wide Programs—Wildland Fire Management; (3) $3,195,028,000 for Environmental Protection Agency—Environmental Programs and Management; and (4) $2,426,111,000 for Department of Agriculture—Forest Service—Wildland Fire Management.

This section sets the funding level for Department of Health and Human Services—Indian Health Service—Indian Health Services at $38,709,000, notwithstanding section 1101 of this Act. In addition, the section appropriates $38,709,000 for the same account to become available on October 1, 2025, and remain available through September 30, 2027.

This section sets funding levels for the Department of Health and Human Services—Indian Health Service—Indian Health Facilities account (which supports construction, improvement, repair, and sanitation facilities serving American Indians and Alaska Natives), notwithstanding section 1101, at (1) $3,920,000 for amounts in the first appropriation preceding the first proviso under such heading and (2) $289,306,000 for Sanitation Facilities Construction and Health Care Facilities Construction; reduces amounts in the fourth proviso under such heading in division E of Public Law 118-42 to $0 (from $17,023,000); and appropriates an additional $3,920,000 for the account, available October 1, 2025, until expended.

This section appropriates $1,650,000 for the Office of Navajo and Hopi Indian Relocation—Salaries and Expenses account (which administers relocation of Navajo and Hopi families affected by the Navajo-Hopi Land Settlement Act of 1974), notwithstanding section 1101 of this Act and subject to the same terms and conditions as FY2024 funding under section 1105.

This section provides additional new budget authority of (1) $360 million for the Department of the Interior—Department-Wide Programs—Wildfire Suppression Operations Reserve Fund and (2) $2.39 billion for the Department of Agriculture—Forest Service—Wildfire Suppression Operations Reserve Fund, notwithstanding section 1101 of this Act. These amounts are specified for purposes of section 251(b)(2)(F) of the Balanced Budget and Emergency Deficit Control Act of 1985 (i.e., exempt from discretionary spending caps). (As background, the reserve funds support wildfire suppression operations by federal land management agencies when costs exceed regular appropriations.)

This section enacts into law sections 456 and 457 of H.R. 8998 (118th Congress), the Department of the Interior, Environment, and Related Agencies Appropriations Act, 2025, as passed by the House of Representatives on July 24, 2024.

This section extends the availability of funds previously appropriated by the Further Additional Supplemental Appropriations for Disaster Relief Requirements Act, 2018 (P.L. 115-123), for the Department of the Interior—National Park Service—Historic Preservation Fund through FY2026 (from FY2019) for liquidating valid obligations incurred in FY2018 and FY2019, while maintaining their emergency designation under the Balanced Budget and Emergency Deficit Control Act of 1985. The section takes effect on enactment but applies retroactively as of September 30, 2024.

This section sets expenditure levels from specified accounts notwithstanding section 1101 as follows: (1) $3,928,084,000 for Department of Labor—State Unemployment Insurance and Employment Service Operations from the Employment Security Administration Account of the Unemployment Trust Fund, applying prior appropriations in division D of P.L. 118-47 by substituting $3,147,635,000 for $3,141,635,000 and $388,000,000 for $382,000,000, with $271 million designated as additional new budget authority under section 251(b)(2)(E) of the Balanced Budget and Emergency Deficit Control Act of 1985 for reemployment services and eligibility assessments under section 306 of the Social Security Act; (2) $941,000,000 for Department of Health and Human Services—Centers for Medicare & Medicaid Services—Health Care Fraud and Abuse Control Account, applying prior appropriations by substituting $699,058,000 for $675,058,000, $108,735,000 for $107,735,000, and $133,207,000 for $132,207,000, with $630 million designated as additional new budget authority under section 251(b)(2)(C) of such Act for health care fraud and abuse control activities; and (3) $14,127,978,000 for Social Security Administration—Limitation on Administrative Expenses, applying prior appropriations by substituting $1,903,000,000 for $1,851,000,000, with $1,630 million designated as additional new budget authority under section 251(b)(2)(B) of such Act.

This section permanently rescinds $75 million from FY2025 funds provided to the Department of Labor—Employment and Training Administration for Training and Employment Services under division D of P.L. 118-47.

This section authorizes the Secretary of Health and Human Services to collect registration fees from Organ Procurement and Transplantation Network (OPTN) members for each transplant candidate placed on the OPTN waiting list, notwithstanding section 1104 of this Act during the period covered by this Act. The fees may be credited to the Department of Health and Human Services—Health Resources and Services Administration—Health Systems account, to remain available until expended, to support OPTN operations and may be distributed among OPTN awardees as the Secretary deems appropriate.

This section decreases the funding level for the Department of Health and Human Services—National Institutes of Health—NIH Innovation Account (CURES Act) to $127 million (from $407 million).

This section directs the Secretary of Health and Human Services, not later than 30 days after enactment, to transfer FY2025 funds appropriated under the Prevention and Public Health Fund (i.e., ongoing mandatory funding for HHS prevention and public health programs established by section 4002 of P.L. 111-148) to the accounts specified, in the amounts specified, and for the activities specified in subsection (a) of section 222 of division D of P.L. 118-47. Subsections (b) and (c) of section 222 apply to such transfers.

This section decreases funding levels in specified accounts, notwithstanding section 1101 of the Act, as follows: (1) in the Department of Labor—Employment and Training Administration—Training and Employment Services account, to $3,898,587,000 (from $4,006,421,000), to $969,255,000 (from $1,077,089,000), and to $0 (from $107,834,000); (2) in the Department of Health and Human Services—Health Resources and Services Administration—HRSA-Wide Activities and Program Support account, to $219,588,000 (from $1,110,376,000) and to $0 (from $890,788,000); (3) in the Department of Health and Human Services—Substance Abuse and Mental Health Services Administration—Health Surveillance and Program Support account, to $138,155,000 (from $210,245,000) and to $0 (from $72,090,000); (4) in the Department of Health and Human Services—Administration for Children and Families—Children and Families Services Programs account, to $14,789,089,000 (from $14,829,100,000) and to $0 (from $40,011,000); (5) in the Department of Health and Human Services—Administration for Community Living—Aging and Disability Services Programs account, to $2,435,832,000 (from $2,465,100,000) and to $0 (from $29,268,000); and (6) in the Department of Education—Higher Education account, to $3,080,952,000 (from $3,283,296,000) and to $0 (from $202,344,000).

This section decreases funding for the Corporation for National and Community Service—Payment to the National Service Trust to $235 million (from $243 million) under division D of P.L. 118-47 for amounts appropriated by this division, notwithstanding section 1101. (The National Service Trust funds Segal AmeriCorps Education Awards for national service participants.)

This section increases the limitation on administrative expenses for the Social Security Administration to $170 million (from $150 million) each place it appears in the third paragraph under the SSA-LAE heading in division D of P.L. 118-47, as applied to funds appropriated by this division notwithstanding section 1101.

This section provides continuing appropriations, at FY2024 levels, for activities authorized under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families (TANF) block grants to states for cash assistance and services to low-income families with children, excluding the contingency fund under section 403(c) and tribal family assistance grants under section 418) and for payments to territories under section 1108(b), through the date specified in section 1106 of this Act.

This section sets the following funding levels for specified Senate contingent expense accounts, notwithstanding amounts in section 1101 of the Act: (1) $189,200,000 for Inquiries and Investigations, and (2) $607,400,000 for Senators’ Official Personnel and Office Expense Account.

This section sets the following funding levels for specified House of Representatives accounts, notwithstanding section 1101: (1) $1,878,346,000 for Salaries and Expenses; (2) $850,000,000 for Members’ Representational Allowances; (3) $320,227,000 for Salaries, Officers and Employees, including $34,141,000 for the Office of the Sergeant at Arms; and (4) $2,000,000 for the House of Representatives Modernization Initiatives Account.

This section sets funding levels for specified Joint Items accounts, notwithstanding amounts in section 1101 of this Act, as follows: (1) Office of the Attending Physician, $4,292,000; (2) Capitol Police—Salaries, $603,627,000, of which $15 million is available solely for tuition reimbursement and recruitment and retention salary-related items; (3) Architect of the Capitol—Capitol Building, $48,688,000, of which $6,599,000 remains available until September 30, 2029, and $10 million remains available until expended; (4) Architect of the Capitol—Capitol Grounds, $21,600,000, of which $7 million remains available until September 30, 2029; (5) Architect of the Capitol—House Office Buildings, $146,174,000, of which $61,610,000 remains available until September 30, 2029, and $10.5 million remains available until expended; (6) Architect of the Capitol—Capitol Power Plant, $123,850,000, of which $11 million remains available until September 30, 2029; and (7) Architect of the Capitol—Library Buildings and Grounds, $64,978,000, of which $27.8 million remains available until September 30, 2029, with the matter following “September 20, 2028” not applying.

This section sets the following funding levels for specified Department of Defense military construction accounts, notwithstanding amounts provided in section 1101 of the Act: (1) $2,236,357,000 for Army; (2) $4,159,399,000 for Navy and Marine Corps; (3) $3,347,126,000 for Air Force; (4) $3,881,383,000 for Defense-Wide; (5) $398,489,000 for Army National Guard; (6) $290,492,000 for Air National Guard; (7) $295,032,000 for Army Reserve; (8) $29,829,000 for Navy Reserve; and (9) $74,663,000 for Air Force Reserve.

This section sets funding levels for specified Department of Defense family housing construction and improvement accounts notwithstanding section 1101 of the Act, as follows: (1) $276,647,000 for Army family housing construction; (2) $245,742,000 for Navy and Marine Corps family housing construction; (3) $221,549,000 for Air Force family housing construction; (4) $8,195,000 for the Family Housing Improvement Fund; and (5) $497,000 for the Military Unaccompanied Housing Improvement Fund.

This section sets the following funding levels for Department of Defense family housing operation and maintenance accounts, notwithstanding section 1101 of the Act: (1) $485,611,000 for Army; (2) $387,217,000 for Navy and Marine Corps; (3) $336,250,000 for Air Force; and (4) $52,156,000 for Defense-Wide.

This section modifies the application of section 126 of division A of Public Law 118-42 to fiscal years 2017, 2018, 2019, and 2020 (from fiscal years 2017, 2018, and 2019), notwithstanding section 1101 of this Act.

This section authorizes the obligation of unobligated balances from prior-year appropriations under the Department of Defense–Military Construction, Army heading for an access road project at Arlington National Cemetery, notwithstanding restrictions in section 1101 of this Act, section 123 of division A of Public Law 118–42, and similar provisions in prior Department of Defense military construction appropriations acts.

This section provides $31 million, to remain available until expended, from the general fund of the Treasury to the Armed Forces Retirement Home Trust Fund for expenses necessary to complete the renovation of the Sheridan Building at the Armed Forces Retirement Home-Washington, DC (one of two federal residential facilities providing housing, care, and related services for certain retired service members and surviving spouses), notwithstanding section 1101 of this Act.

This section renders inapplicable to funds made available by this Act specified provisos from title I of division A of P.L. 118-42 (Consolidated Appropriations Act, 2024)—namely, the first and last provisos under the headings “Military Construction, Army”; “Military Construction, Navy and Marine Corps”; and “Military Construction, Air Force”; the second and third provisos under “Military Construction, Defense-Wide”; the first and second provisos under “Military Construction, Army National Guard”; “Military Construction, Air National Guard”; and “Military Construction, Army Reserve”; the first proviso under “Military Construction, Navy Reserve”; and the first and second provisos under “Military Construction, Air Force Reserve.”

This section sets FY2026 funding levels for specified Department of Veterans Affairs accounts, notwithstanding section 1112, as follows: (1) $75.039 billion for Medical Services, available October 1, 2025, of which $2 billion remains available until September 30, 2027; (2) $34 billion for Medical Community Care, available October 1, 2025, of which $2 billion remains available until September 30, 2027; (3) $12.7 billion for Medical Support and Compliance, available October 1, 2025, of which $350 million remains available until September 30, 2027; (4) $9.7 billion for Medical Facilities, available October 1, 2025, of which $500 million remains available until September 30, 2027; (5) $227.240 billion for Veterans Benefits Administration—Compensation and Pensions, available October 1, 2025, and remaining available until expended; (6) $20.372 billion for Veterans Benefits Administration—Readjustment Benefits, available October 1, 2025, and remaining available until expended; and (7) $131.518 million for Veterans Benefits Administration—Veterans Insurance and Indemnities, remaining available until expended.

This section appropriates additional amounts to specified Department of Veterans Affairs accounts, to remain available until expended, as follows: (1) $30,242,064,000 for Veterans Benefits Administration—Compensation and Pensions (i.e., disability compensation and dependency/indemnity payments to veterans and survivors); (2) $4,864,566,000 for Veterans Benefits Administration—Readjustment Benefits (i.e., education, vocational rehabilitation, and related benefits for transitioning service members); and (3) $6 billion for the Cost of War Toxic Exposure Fund (i.e., benefits related to toxic exposures such as burn pits, established by the PACT Act).

This section extends deadlines in the fifth and sixth provisos under the Millennium Challenge Corporation heading in title III of division F of Public Law 118-47 (i.e., Consolidated Appropriations Act, 2024) to December 31, 2025 (from December 31, 2024) each place it appears, notwithstanding section 1101. (The Millennium Challenge Corporation provides foreign assistance grants to low-income countries meeting criteria for good governance, economic freedom, and human development investments.)

This section modifies the funding limitation for the Department of the Treasury Office of Inspector General in title I of division F of P.L. 118-47, as applied to funds appropriated by this Act, to “up to $24,835,000” (from $24,835,000), notwithstanding section 1101.

This section revises amounts in the first proviso under the “International Boundary and Water Commission, United States and Mexico—Construction” heading in title I of division F of P.L. 118-47 by (1) decreasing one amount to $78,000,000 (from $156,050,000) and (2) increasing another to $15,000,000 (from $5,000,000).

This section sets the following funding levels for specified accounts in division F of P.L. 118-47, notwithstanding sec. 1101: (1) $0 for Other Commissions—Commission on Reform and Modernization of the Department of State; (2) $1,234,144,000 for International Organizations—Contributions for International Peacekeeping Activities; (3) $10,000,000 for Department of the Treasury—Debt Restructuring; and (4) $43,610,000 for International Financial Institutions—Contribution to the Asian Development Fund.

This section exempts funds appropriated by this Act from three general provisions in title VII of division F (Department of Homeland Security Appropriations Act, 2024) of P.L. 118-47—(1) section 7004(e); (2) section 7034(r); and (3) section 7045(l)(2)—notwithstanding section 1101.

This section modifies the application of four general provisions in title VII of division F of P.L. 118-47 (FY2024 Department of State, Foreign Operations, and Related Programs Appropriations Act) to funds appropriated by this Act by (1) reducing funding in section 7041(d)—for Iron Dome short-range rocket defense support in Israel—to $450.3 million (from $725.3 million); (2) extending the date in section 7045(g)(2)—related to Ukraine assistance restrictions—to January 1, 2026 (from January 1, 2025); (3) extending the period of availability in section 7053—to September 30, 2024 (from September 30, 2023); and (4) extending the covered period in section 7068(b)—for certain reporting requirements—to 2020 through 2025 (from 2020 through 2024). Amounts provided pursuant to this section are designated by Congress as an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.

This section modifies section 7075 in title VII of division F of Public Law 118–47 (notwithstanding section 1101) as follows: (1) in subsection (c), to $65 million (from $50 million); (2) in subsection (e), to $375 million (from $902.34 million); and (3) replaces subsection (f) with a new provision rescinding $111 million of unobligated balances from prior appropriations under the “Debt Restructuring” heading for the Department of State, foreign operations, and related programs (i.e., funds available to modify or cancel debt owed to the United States by developing countries).

This section extends multiple immigration, refugee, loan guarantee, and foreign assistance authorities as follows: (1) under section 599D of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 1990 (P.L. 101-167), refugee processing for certain Afghan nationals through 2025 (from 2024); (2) under section 599E of P.L. 101-167, adjustment of status for certain Iraqi nationals through 2025 (from 2024); (3) in a heading under the Afghan Allies Protection Act of 2009, to 2025 (from 2024); (4) U.S. loan guarantees to Israel under the Emergency Wartime Supplemental Appropriations Act, 2003 (P.L. 108-11), through September 30, 2030 (from September 30, 2029); and (5) under section 514(b)(2)(A) of the Foreign Assistance Act of 1961, through 2027 (from 2023).

This section sets the following funding levels for specified Department of Transportation and Department of Housing and Urban Development accounts, notwithstanding the levels established in section 1101 of this Act: (1) $20,926,000 for Department of Transportation—Office of the Secretary—Transportation Planning, Research, and Development; (2) $3,176,250,000 for Department of Transportation—Federal Aviation Administration—Facilities and Equipment; (3) $50,000,000 for Department of Transportation—Federal Aviation Administration—Airport Improvement Program; (4) $340,500,000 for Department of Transportation—Federal Highway Administration—Highway Infrastructure Programs; (5) $100,000,000 for Department of Transportation—Federal Railroad Administration—Consolidated Rail Infrastructure and Safety Improvements; (6) $45,568,868 for Department of Transportation—Federal Transit Administration—Transit Infrastructure Grants; (7) $50,000,000 for Department of Transportation—Maritime Administration—Port Infrastructure Development Program; and (8) $3,430,000,000 for Department of Housing and Urban Development—Community Planning and Development—Community Development Fund.

This section provides limitations on obligations and liquidation of contract authority for FY2025 in specified Highway Trust Fund accounts equal to the contract authority levels appropriated in sections 11102, 11104, 11106, 23001, 24101, 24201, and 30017 of P.L. 117-58 (Infrastructure Investment and Jobs Act), notwithstanding section 1101 of this Act. The accounts are (1) Federal Highway Administration (FHWA) Limitation on Administrative Expenses (Highway Trust Fund); (2) FHWA Federal-aid Highways (Limitation on Obligations) (Highway Trust Fund) (Liquidation of Contract Authorization) (Highway Trust Fund); (3) Federal Motor Carrier Safety Administration (FMCSA) Motor Carrier Safety Operations and Programs (Liquidation of Contract Authorization) (Limitation on Obligations) (Highway Trust Fund); (4) FMCSA Motor Carrier Safety Grants (Liquidation of Contract Authorization) (Limitation on Obligations) (Highway Trust Fund); (5) National Highway Traffic Safety Administration (NHTSA) Operations and Research (Liquidation of Contract Authorization) (Limitation on Obligations) (Highway Trust Fund); (6) NHTSA Highway Traffic Safety Grants (Liquidation of Contract Authorization) (Limitation on Obligations) (Highway Trust Fund); and (7) Federal Transit Administration Transit Formula Grants (Liquidation of Contract Authorization) (Limitation on Obligations) (Highway Trust Fund). This section also provides such limitations for FAA Grants-in-Aid for Airports (Liquidation of Contract Authorization) (Limitation on Obligations) (Airport and Airway Trust Fund) (Including Transfer of Funds) equal to the contract authority level in section 101(a) of P.L. 118-63 (FAA Reauthorization Act of 2024), notwithstanding section 1101.

This section specifies the following funding levels for designated accounts, notwithstanding section 1101 of the Act: (1) $450 million for Department of Transportation—Office of the Secretary—Payments to Air Carriers (Airport and Airway Trust Fund); (2) $13.483 billion for Department of Transportation—Federal Aviation Administration—Operations (Airport and Airway Trust Fund), including not less than $1.832 billion for aviation safety activities and not less than $10.106 billion for air traffic organization activities; (3) $45.15 million for the fourth number under Department of Transportation—Federal Aviation Administration—Facilities and Equipment (Airport and Airway Trust Fund); (4) $32.041 billion for Department of Housing and Urban Development—Public and Indian Housing—Tenant-Based Rental Assistance (i.e., Section 8 voucher program), with $32.145 billion available under paragraph (1), and authorizes the Secretary of Housing and Urban Development to use specified amounts from division F of P.L. 118-42 to support certain tenant-based rental assistance purposes; (5) $16.49 billion for Department of Housing and Urban Development—Housing Programs—Project-Based Rental Assistance (i.e., Section 8 project-based rental assistance contracts); (6) $931.4 million for Department of Housing and Urban Development—Housing Programs—Housing for the Elderly (i.e., Section 202 program); (7) $256.7 million for Department of Housing and Urban Development—Housing Programs—Housing for Persons with Disabilities (i.e., Section 811 program); and (8) $145 million for National Transportation Safety Board—Salaries and Expenses.

This section provides that, notwithstanding section 1101 of the Act, the following specified provisions do not apply: (1) paragraph (3) under the heading "Department of Transportation—Federal Aviation Administration—Grants-in-Aid for Airports"; (2) the proviso under the heading "Department of Transportation—Maritime Administration—Maritime Security Program"; (3) the provisos under the heading "Department of Transportation—Maritime Administration—Tanker Security Program"; and (4) the proviso under the heading "Department of Transportation—Maritime Administration—Ship Disposal".

This section authorizes the Secretary of Housing and Urban Development to repurpose funds made available under paragraph (5) of the Homeless Assistance Grants heading to provide additional funding for the Continuum of Care program under paragraph (2), notwithstanding section 1101. (The Continuum of Care program awards grants to public and private entities to provide housing and supportive services to homeless individuals and families.)

This section extends funding for community health centers (i.e., grants under section 330 of the Public Health Service Act to provide primary care and other services in medically underserved communities), the National Health Service Corps (i.e., scholarships and loan repayment for health professionals serving in underserved areas), and teaching health centers operating graduate medical education programs (i.e., payments to community-based residency programs) by providing (1) $2,135,835,616 for community health centers, (2) $172,972,603 for the National Health Service Corps, and (3) $87,739,726 for teaching health centers GME, for the period April 1 through September 30, 2025. Amounts appropriated are subject to requirements in Public Law 117-328 applicable to such programs, and the section makes a conforming amendment to 18 U.S.C. 3014(h)(4).

This section extends funding for the Special Diabetes Program for Type 1 Diabetes and the Special Diabetes Program for Indians by providing $79,832,215 for each for the period beginning April 1, 2025, and ending September 30, 2025, to remain available until expended. (As background, the Special Diabetes Program for Type 1 Diabetes supports research grants for the prevention and cure of type 1 diabetes, and the Special Diabetes Program for Indians provides grants to health programs serving Indians for diabetes prevention and treatment.)

This section extends various national health security preparedness and response authorities in the Public Health Service Act—including for public health emergencies (Sec. 319), the Strategic National Stockpile (Sec. 319L), medical countermeasures innovation and procurement (Secs. 319L-1, 2811A–2811C), and the National Disaster Medical System (Sec. 2812)—through September 30, 2025 (from March 31, 2025).

This section extends the increased inpatient hospital payment adjustment for low-volume hospitals under Medicare's inpatient prospective payment system (IPPS) to all of FY2025 (from FY2024 and specified portions of FY2025). (As background, the adjustment provides add-on payments of up to 25% of a hospital's otherwise applicable IPPS payments for eligible low-volume hospitals—those with 800 or fewer Medicare discharges annually that also meet a low case volume threshold—to help maintain access to inpatient care in rural and other underserved areas.)

This section extends the Medicare-dependent hospital (MDH) program—which provides enhanced payment adjustments under the Medicare inpatient prospective payment system (IPPS) to small rural hospitals with high Medicare utilization (i.e., Medicare patients accounting for at least 60% of total inpatient days)—to October 1, 2025 (from April 1, 2025), including full FY2025 applicability for standardized payment amount updates and hospital reclassification elections. (Thus, eligible MDHs receive the add-on payment of 75% of the difference between their Medicare IPPS payments and large urban hospital rates for an additional six months.)

This section extends Medicare add-on payments for ground ambulance services furnished in rural areas under SSA 1834(l)(12) and in super rural areas under SSA 1834(l)(13) through October 1, 2025 (from April 1, 2025). (These payments increase base rates by up to 10% in rural areas and 22.6% in super rural areas to address higher operating costs for ambulance providers serving Medicare beneficiaries.)

This section increases funding to $14,030,000 (from $11,030,000) for the consensus-based entity contract for quality measure endorsement, input, and selection under Medicare, Medicaid, and CHIP (i.e., contract with an entity such as the National Quality Forum) and extends the period of availability of such funds through September 30, 2025 (from March 31, 2025).

This section extends funding availability to September 30, 2025 (from March 31, 2025), for specified outreach and assistance programs to help low-income Medicare beneficiaries access benefits such as Medicare Savings Programs and the low-income subsidy, and increases appropriated amounts as follows: (1) for State health insurance assistance programs, to $30 million (from $22.5 million); (2) for area agencies on aging, to $30 million (from $22.5 million); (3) for aging and disability resource centers, to $10 million (from $8.5 million); and (4) for coordination of efforts to inform older Americans about federal and state benefits, to $30 million (from $22.5 million).

This section extends multiple Medicare telehealth flexibilities—originally provided during the COVID-19 public health emergency to waive restrictions on geographic areas, originating sites (i.e., patient locations), eligible practitioners, and service types (including audio-only)—through September 30, 2025 (from March 31, 2025). Specifically, it (1) extends waivers of geographic requirements and expanded originating sites; (2) expands practitioners eligible to furnish telehealth services; (3) extends telehealth services furnished by federally qualified health centers (FQHCs) and rural health clinics (RHCs); (4) allows audio-only telehealth services; and (5) permits telehealth for the face-to-face encounter prior to hospice eligibility recertification. The section also delays the in-person requirement for mental health services furnished via telehealth (including by FQHCs and RHCs) to services on or after October 1, 2025 (from April 1, 2025). (Thus, these flexibilities support expanded access to Medicare telehealth services for beneficiaries, particularly in underserved areas.)

This section revises the Medicare sequestration schedule by (1) extending the period in clause (i) to 10 months (from 8 months); and (2) shortening the period in clause (ii) to 2 months (from 4 months). (Thus, the automatic across-the-board reductions in Medicare payments—capped at 2% annually—apply during fewer months of the fiscal year.)

This section extends authorization and funding for the Sexual Risk Avoidance Education program—which provides grants to states and community organizations for education exclusively promoting sexual abstinence outside of marriage as the expected standard—through the full fiscal year 2025 (from the period beginning October 1, 2024, and ending March 31, 2025). It also provides the full amount appropriated for FY2025 (instead of a pro rata portion for the prior partial period).

This section extends the Personal Responsibility Education Program—which provides formula and competitive grants to states and community organizations for abstinence, contraception, and partner reduction education to prevent teen pregnancy—from the period beginning October 1, 2024, and ending March 31, 2025, to fiscal year 2025 (i.e., through September 30, 2025) in subsections (a)(1)(A) and (B)(i). It further revises funding availability in subsection (f) to the amount appropriated for FY2024 (from the pro rata portion of the amount appropriated for the corresponding prior period).

This section increases funding for Family-to-Family Health Information Centers to $6 million for FY2025 (from $3 million for the portion of FY2025 before April 1, 2025). (These centers provide training, information, and navigation assistance to families of children and youth with special health care needs.)

This section delays scheduled reductions in Medicaid disproportionate share hospital (DSH) payments—supplemental funds to hospitals serving high shares of low-income patients—by (1) eliminating a partial-year reduction for the period beginning April 1, 2025, and ending September 30, 2025; and (2) extending the moratorium through 2028 (from 2027).
