H.R. 1980 — State Strategic Stockpile Act of 2025

This section reauthorizes and expands the pilot program to support State and regional medical stockpiles of medical countermeasures for public health emergencies (i.e., under Section 319F-2(i) of the Public Health Service Act). Specifically, it (1) extends the period for initial stockpile establishment assistance to through 2025 (from 2024) and related planning assistance to 2026 (from 2025); (2) adds a program purpose to facilitate sharing of best practices among States in funding recipient consortia and revises an existing purpose to cover State or regional efforts (from State efforts only); (3) requires award recipients to coordinate with health care entities, health officials, and emergency management officials; and (4) extends the authorization of appropriations to FY2026 through FY2030 (from FY2023 and FY2024). This section also requires the GAO report on the program, as mandated by the PREVENT Pandemics Act, to assess the impact of any regional stockpiling approaches.
