H.R. 1982 — Return to Sender Act

This section rescinds all unobligated balances, as of enactment, of amounts appropriated by sections 70002 and 70003 of the Inflation Reduction Act of 2022 (P.L. 117-169) and repeals those sections. Section 70002 provided $27 billion to EPA for the Greenhouse Gas Reduction Fund (i.e., competitive grants to eligible entities, including nonprofits, for projects reducing greenhouse gas emissions). Section 70003 provided $1 billion to EPA for grants to replace certain heavy-duty vehicles with clean vehicles (i.e., zero-emission or low-emission models).
