H.R. 1984 — BLOC Act

This section establishes, in new 23 U.S.C. §612, ineligibility for political subdivisions of a state to receive federal funds from the Secretary of Transportation for any infrastructure project—including highway construction—or from state-allocated funds unless, within one year of enactment, the subdivision enacts a statute, ordinance, policy, or practice requiring notification to the Secretary of Homeland Security (or designee) at least 48 hours before releasing from custody an alien whom DHS has determined to be unlawfully present in the U.S., following DHS notification to the detaining entity of the alien's status at least 48 hours prior to release and after the alien's detention for at least 48 hours. The term "infrastructure project" has the meaning given in 2 CFR §184.3 (as of enactment).
