This section requires, for FY2026 and each fiscal year thereafter, a pro rata rescission of the excess growth percent—defined as the percentage by which total annual appropriations exceed the previous fiscal year's annual appropriations by more than 1%—of nonsecurity discretionary appropriations provided in regular appropriation acts (i.e., annual acts, including subdivisions and continuing resolutions, making new budget authority for programs under House Appropriations subcommittees). The rescission is effective the day after appropriations for the entire federal government are made available through September 30 of the applicable fiscal year. (Nonsecurity discretionary appropriations, as defined in the Balanced Budget and Emergency Deficit Control Act of 1985, generally include non-defense spending subject to statutory caps.) (Thus, this provision caps effective growth in such spending at 1% annually.)
