This section prohibits any person from knowingly (1) bringing into the United States for commercial purposes, possessing with intent to sell, or selling a kangaroo (i.e., a dead animal or part thereof of the western grey kangaroo, eastern grey kangaroo, common wallaroo, or red kangaroo); or (2) introducing or manufacturing for introduction into, selling or offering to sell, trading, advertising, transporting, or distributing in interstate commerce a kangaroo product (i.e., an item composed wholly or partly of a kangaroo). It imposes criminal penalties of a fine up to $10,000, imprisonment up to one year, or both for violations (with each violation a separate offense deemed committed where the defendant took or possessed the kangaroo or product); directs the Secretary of Commerce, in consultation with the Attorney General, Secretary of Agriculture, and others as appropriate, to issue implementing regulations; and makes the prohibitions and penalties effective 180 days after enactment.
