H.R. 1997 — Productive Public Lands Act

This section directs the Secretary of the Interior, acting through the Director of the Bureau of Land Management (BLM), to reissue nine specified Records of Decision (RODs) and approved Resource Management Plan (RMP) amendments for BLM field offices—covering areas in Colorado, Wyoming, Montana, and Oregon and dated from January 2024 through January 2025—not later than 60 days after enactment and to update the preferred alternative accordingly in each. (As background, BLM RMPs allocate public lands among competing uses including oil and gas leasing, mining, grazing, recreation, and conservation.)

This section deems the documents reissued under section 2 and the preferred alternatives selected therein to satisfy the requirements of the National Environmental Policy Act (42 U.S.C. 4331 et seq.), the Federal Land Policy and Management Act (43 U.S.C. 1701 et seq.), and subchapter II of chapter 5 of title 5, United States Code (Administrative Procedure Act). It further provides that such documents do not require any additional environmental analysis.
