H.R. 200 — Federal Freeze Act

This section defines terms—including "agency" (as under 5 U.S.C. §551, generally excluding Congress, courts, territories, the District of Columbia, and certain other entities), "baseline number" (agency employees as of enactment), and "employee"—and imposes a one-year freeze, effective from enactment, prohibiting agency heads from (1) increasing agency employment beyond the baseline number, except for positions determined to serve law enforcement, public safety, or national security; and (2) raising any employee's annual basic pay rate from its level on the date of enactment. It further requires each agency head, without regard to other laws, to reduce the agency workforce to 98% of baseline levels (i.e., a 2% reduction) within two years of enactment and to 95% (i.e., a 5% reduction) within three years.
