This section establishes within the Department of State the Office of Global Criminal Justice, which may be placed within the Department's organizational structure at the Secretary of State's discretion. The Office, led by an Ambassador-at-Large for Global Criminal Justice appointed by the President with the advice and consent of the Senate, must (1) advise the Secretary and other senior officials on atrocities (i.e., war crimes, crimes against humanity, and genocide); (2) assist in formulating U.S. policy on atrocity prevention, responses, and accountability; (3) coordinate U.S. government positions on international and hybrid courts prosecuting atrocities; (4) work with foreign governments, international organizations, and nongovernmental organizations to support commissions, fact-finding missions, and tribunals investigating and prosecuting atrocities; (5) coordinate deployment of diplomatic, legal, economic, military, and other tools to collect evidence, prosecute perpetrators, assist victims, enable reconciliation, deter atrocities, and promote the rule of law; (6) provide advice on transitional justice to U.S. personnel in conflict and post-conflict areas; (7) serve as a point of contact for international, hybrid, and domestic tribunals; (8) represent the Department on interagency entities addressing genocide and atrocities; and (9) perform additional duties as prescribed by the Secretary.
