H.R. 202 — Commission to Relocate the Federal Bureaucracy Act

This section establishes a commission to study the relocation of covered agencies (i.e., non-security-related agencies, as determined by the President, that are based in the Washington, D.C. metropolitan area) to other areas of the United States. The commission consists of 16 specified executive officials: (1) the Director of the White House Presidential Personnel Office; (2) the Directors of the Office of Personnel Management and Office of Management and Budget; (3) the Comptroller General; (4) the Secretaries of Agriculture, Commerce, Education, Energy, Health and Human Services, Housing and Urban Development, the Interior, Labor, Transportation, and Veterans Affairs; (5) the EPA Administrator; and (6) the FDA Commissioner. Not later than one year after enactment, the commission must submit to Congress a report with relocation recommendations for covered agencies, considering (1) financial efficiency, including areas with below-national-average cost of living; (2) adequate pre-existing infrastructure and available private land; (3) existing industries related to the agency's business for public-private partnerships; and (4) sizeable telework participation by the agency's workforce during the prior five years.
