H.R. 204 — Accurately Counting Risk Elimination Solutions Act

This section requires the Secretaries of Agriculture and the Interior (Secretary concerned), beginning with the first fiscal year after enactment and each fiscal year thereafter, to include in materials supporting the President's budget an annual report on acres of federal land (i.e., National Forest System lands and public lands or National Park System units) where hazardous fuels reduction activities (i.e., vegetation management including mechanical treatments and prescribed burning to reduce wildfire risk) were completed in the preceding fiscal year—recording each acre once regardless of multiple activities—with details on wildland-urban interface location, wildfire risk levels on the first and last day of the period, activity types (wildfire managed for resource benefits or planned project), cost per acre, region or system unit, and effectiveness in reducing wildfire risk; and to post each report publicly on departmental websites. This section further requires the Secretary concerned to implement, not later than 90 days after enactment, standardized procedures for tracking such data—including regular reviews, verification methods, effectiveness analysis, and wildland-urban interface delineation—with a report to Congress not later than two weeks thereafter describing the procedures and recommending policies to address tracking limitations. This section directs the Government Accountability Office to conduct a study, not later than two years after enactment, on implementation including reporting and tracking limitations and to report results to Congress; provides definitions including for "wildland-urban interface" (per 16 U.S.C. 6511); and authorizes no additional funds.
