H.R. 2051 — Coast Guard Sustained Funding Act of 2025

This section establishes authority, during a Coast Guard-specific funding lapse (i.e., when Coast Guard appropriations or a continuing resolution are not enacted by the fiscal year start), to continue pay and benefits using appropriated sums as necessary for (1) Coast Guard military members, including reserves, performing active service or inactive-duty training; (2) qualified civilian employees (i.e., those supporting military members or another armed force, or performing excepted or emergency work); and (3) qualified contract employees (i.e., those supporting military or qualified civilian personnel, or required to work during the lapse). Such authority applies subject to the Anti-Deficiency Act (with specified exceptions) and terminates upon enactment of an appropriation for the purpose, or any appropriations act without one. (Thus, this ensures continued pay for essential Coast Guard personnel during funding gaps, akin to Department of Defense authorities.)
